Role Summary
We are looking for a Lead Product Manager to build Ministry of Education (MOE)'s geospatial and spatial modelling capabilities to strengthen long-term infrastructure and space planning. The role focuses on developing models, tools, and a geospatial foundation that helps MOE anticipate future demand, optimise school locations, and make evidence-based planning decisions.

Key Responsibilities

  1. Build MOE’s Spatial Modelling Engine (Primary)
    • Develop spatial models that forecast future education demand based on housing growth, demographics, migration patterns, land-use plans, and accessibility.
    • Create multi-year scenarios to support decisions on new schools, mergers, campus shifts, capacity planning, and infrastructure renewal.
    • Integrate datasets and insights from other government agencies such as URA, SLA, LTA, DOS, HDB, and GovTech into MOE’s planning logic.
    • Translate planning and policy needs into clear modelling requirements.
  2. Establish MOE’s Geospatial Data & Platform Foundation (Secondary)
    • Build and maintain the authoritative geospatial data layers for MOE (school locations, travel-time layers, catchments, urban constraints, environmental layers).
    • Develop internal APIs, standards, and governance rules to ensure accurate, consistent, and accessible geospatial data.
    • Work with engineering and data teams to set up the geospatial platform that powers analytic tools and downstream products.
  3. Integrate Geospatial Capabilities into MOE Products (Secondary)
    • Embed mapping and location-intelligence features into existing MOE planning and operating tools such as School Cockpit+
    • Improve decision-making workflows using map-based interfaces and visual analytics.
    • Work with planners, policy officers, and product teams to ensure geospatial tools meet real operational needs.
What Success Looks Like
  • A working spatial-modelling engine that planners trust for long-term demand forecasting.
  • A central geospatial platform used across MOE for planning and operational decisions.
  • Planning teams have clear, data-backed insights to guide school infrastructure decisions.
  • Geospatial features are embedded meaningfully into key MOE products.
  • Strong cross-agency partnerships that improve data quality and modelling accuracy.
Candidate Profile
  • Experience developing geospatial products, planning tools, or modelling systems.
  • Familiarity with spatial data (GIS platforms such as ArcGIS, routing engines, geospatial APIs, 3D/2D mapping).
  • Able to work with complex demographics, land-use, and transport data.
  • Strong collaboration skills with planners, policymakers, engineers, and analysts.
  • Product mindset with the ability to translate planning questions into functional tools and datasets.
