GovTech is seeking an experienced and strategic Talent Acquisition Team Lead to drive our recruitment efforts and build high-performing teams that will transform Singapore's digital government landscape. This role combines hands-on recruitment expertise with team leadership responsibilities, requiring someone who can both execute complex hiring strategies for cutting-edge technology roles and develop talent acquisition capabilities within our growing team.
What you will be working on
Team Leadership & Development - Lead and mentor a team of talent acquisition specialists focused on attracting top technology and digital talent to the public sector. Provide guidance on recruiting for specialised roles including software engineers, data scientists, cybersecurity experts, product managers, and digital service designers. Establish clear performance metrics aligned with GovTech's rapid growth objectives and conduct regular development conversations to build recruitment expertise in government technology hiring.
Strategic Recruitment Planning - Partner with GovTech leadership and product teams to understand our digital transformation roadmap and translate ambitious technology initiatives into comprehensive talent acquisition strategies. Develop workforce planning for critical technology capabilities, anticipate skills gaps in emerging areas like artificial intelligence and quantum computing, and create proactive sourcing strategies for niche technical roles that support Singapore's Smart Nation vision.
End-to-End Recruitment Management - Oversee the full recruitment lifecycle for senior technology leaders, technical and corporate roles, from initial briefing through successful onboarding into GovTech's mission-driven culture. Manage relationships with hiring managers across diverse technology domains and ensure candidates understand the unique opportunity to build technology that serves 5.9 million Singaporeans. Lead complex searches for roles that require both technical excellence and passion for public service
Public Sector Talent Brand Development - Champion GovTech's employer brand within Singapore's competitive technology talent market, highlighting our unique value proposition of meaningful work, cutting-edge technology, and significant societal impact. Develop innovative approaches to attract private sector technology talent to government service, showcasing opportunities for career growth and the chance to work on nation-scale digital challenges.
Process Optimisation & Technology - Drive continuous improvement of recruitment processes specifically tailored to government hiring requirements whilst maintaining efficiency and candidate quality. Implement data-driven approaches to measure recruitment effectiveness against GovTech's ambitious hiring targets. Champion adoption of recruitment technologies that comply with government procurement and security standards.
What we are looking for
Experience & Qualifications - Minimum 8 years of talent acquisition experience with at least 2 years in a team leadership role. Proven track record of successfully recruiting across multiple functions and seniority levels. Experience with technical recruiting for a matrixed organization will be preferred.
Leadership Capabilities - Demonstrated ability to lead, motivate, and develop high-performing teams. Strong coaching and mentoring skills with experience in performance management. Excellent communication and interpersonal skills with the ability to influence at all organisational levels.
Technical Expertise - Proficiency with applicant tracking systems, recruitment databases, and sourcing tools. Strong understanding of employment legislation and best practice recruitment processes. Experience with data analysis and reporting to drive recruitment insights.
Strategic Thinking - Ability to think strategically about talent acquisition challenges and develop innovative solutions. Strong business acumen with understanding of how recruitment supports broader organisational objectives. Experience in workforce planning and talent pipeline development.
