What You Will Be Doing
Strategic Vision and Leadership
You will develop and articulate a compelling product vision and strategy aligned with MOM's overall goals, leading the product team to achieve this vision. You will oversee the entire product lifecycle from ideation to launch and post-launch optimisation, ensuring timely delivery of high-quality products. Working with the team, you will identify new opportunities and problems to solve for the agency's digital transformation, building deep knowledge of MOM's business and operations to support transformation initiatives.
Product Development and Roadmap Management
You will create and maintain a comprehensive product roadmap that prioritises features and enhancements based on business impact, customer feedback, and market demand. Leading the development of the digital roadmap, you will introduce appropriate digital solutions in partnership with cross-functional business teams, whole-of-government partners, and industry stakeholders to achieve greater business outcomes. You will evaluate and recommend suitable technology whilst aligning with GovTech's technology directions, including cloud-based solutions, enterprise architecture, modernisation of legacy systems, and adoption of the SG Tech Stack.
Research and Customer Advocacy
You will conduct thorough market analysis and customer research to identify needs, trends, and opportunities, utilising insights to inform product development and positioning. Partnering with MOM's business teams, you will elicit citizen, business, and agency needs through human-centric and visual methods. You will act as the voice of the customer within the organisation, ensuring that customer needs and feedback are integrated into product planning and development. Applying Design Thinking and Service Design methodology and tools, you will identify current state gaps and challenges, and develop future state design and solutions.
Delivery and Operations
You will identify and adopt the appropriate development and delivery approach, whether outsourced, co-sourced, or in-house development. Working with fellow Govtechies and MOM's teams, you will develop user stories, functional and technical specifications, and acceptance criteria. You will ensure product readiness for smooth deployment, adoption, and operations. Analysing the impact of requested changes, you will propose improvements to continuously address changing business needs and work with support teams to understand and address technical problems through effective operations management.
Performance and Innovation
You will define and track key performance indicators or OKRs to measure product success and inform decision-making, using data-driven insights to make informed adjustments to the product strategy. Fostering a culture of continuous improvement and innovation, you will stay abreast of industry trends and emerging technologies to drive product evolution. You will lead organisation-wide digital, design, and data capabilities development, digital innovation, and continuous improvement to build a high-performing team.
Collaboration and Stakeholder Management
You will work closely with engineering, design, customer support teams, and various divisions within MOM to ensure alignment and effective communication throughout the product development process. You will engage with tripartite partners, other government agencies, senior leadership, and external stakeholders to align on product goals, manage expectations, and secure buy-in for your product initiatives.
What We Are Looking For
You should have a diploma or degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering, or related disciplines, with at least 5 years of experience in product management and a proven track record of managing successful products.
You possess strong leadership and team management skills, with the ability to lead and mentor product teams. Excellent analytical, problem-solving, and decision-making abilities are essential, particularly with application in discovery sessions and prototyping. You have strong analytical, conceptualisation, and facilitation skills.
Excellent communication and interpersonal skills are required, with good stakeholder engagement abilities and the capacity to influence and pitch ideas effectively. You should be comfortable navigating complex organisational structures and working with diverse stakeholders including tripartite partners.
Experience with agile methodologies and product management tools is expected. You should have working knowledge of AI tools and concepts, and familiarity with modern technology trends and their application in government services.
You must be able to work effectively in a fast-paced, dynamic environment with a driven and motivated personality. The ability to rapidly learn, apply, and execute is crucial for success in this role.
