Customs is seeking a passionate Product Manager or Senior Product Manager to lead the development, delivery, and operation of innovative G2B and G2G digital products and services that enhance the lives of citizens and businesses in Singapore. You will be instrumental in shaping product strategy, driving execution, and ensuring the successful adoption of technology solutions that serve the public good.
As a Product Manager / Senior Product Manager, you will be responsible for
Product Strategy & Vision: Define and articulate the product vision, strategy, and roadmap in alignment with Customs’ mission and user needs. Conduct market research, user interviews, and data analysis to identify opportunities and inform product decisions.
Project Management: strong understanding on managing project integration, scope, time, budget, quality, communication, risks, procurement and stakeholders.
Product Requirements Gathering & Prioritization: Collaborate with stakeholders (business and technical) to conduct market (G2B and G2G) research, as well as gather, analyze, and prioritize product requirements. Translate complex user needs into clear, actionable plans, user stories and specifications.
Product Lifecycle Management: Own all the works involve in the end-to-end product lifecycle, from ideation and conceptualization to launch, iteration, and end-of-life planning.
Cross-Functional Collaboration: Work closely with vendors, engineering, design, data, policy, business process and technical operations teams to ensure seamless product development and delivery. Act as the primary point of contact for product-related matters.
User Centric Focus: Champion a problem-solving user-centric design approach, working with product designers to create intuitive and impactful product experiences.
Performance Monitoring & Optimization: Define key performance indicators (KPIs), OKRs, track product performance, analyze data, and identify areas for improvement and optimization.
Stakeholder Communication: Effectively communicate (written or orally) product updates, progress, and challenges to various stakeholders, including senior management and external partners.
Agile Development: Lead and participate in agile ceremonies (sprint planning, stand-ups, reviews, retrospectives) and foster an agile mindset within the team.
Risk Management: Identify and mitigate potential risks and issues throughout the product development process.
Technical Scope: Strong understanding of software development processes, modern cloud-based web technologies, platforms, testing, onboarding, interfaces and data in complex IT enterprise environments. Ability to engage in technical discussions with engineers.
Promoting Positive Changes: Shape and improve the product development process by identifying gaps, driving best practices, emphasize team works and fostering a culture of learning and continuous improvement.
Be ultimately accountable for delivering meaningful outcomes and public value through the product team’s work.

Singapore Customs is a regulatory agency under the Ministry of Finance, with the mission of protecting revenue and facilitating trade for a thriving Singapore economy.
Customs eServices serves as Customs' Single Digital Touchpoint for 6,500 Singapore based Companies, offering trade facilitation services including Hand-Carried Export Scheme, Permit Clearance Enquiry Service, Permit Returns, and eGuarantee@Gov. eGuarantee@Gov which started as service meant for Customs, had scaled to support more than 220 school, agencies and financial institutions. This enterprise-wide platform standardizes user experience design, and reusable components (e.g. SPCP integration, SSO, Call-to-Actions, Notifications, Payments, Fileshare) while expanding its compliance service portfolio to enhance revenue protection, such as eLOA and VDP. Customs eServices handled about 2.5 million domestic transactions annually.
Beyond serving the domestic market, Customs eServices enhances Singapore's competitive advantage through digital exchange of customs certificates with trading partners, accelerating cross-border trade facilitation and tariff processing compared to non-digitally connected hubs. Customs eServices handled about 200,000 cross border transactions annually.
To support Customs to meet its 2030 transformation goals, the product teams continue to upgrade existing and rollout new capabilities for trade and compliance. Behind the scenes of some of these eServices are the Customs officers who process the cases or correspond with their respective target market segments. Hence, we are looking for a passionate Product Manager to join the Customs eServices team and work together with the business teams to meet the demands for the benefit of Customs and companies.
