Engineering Manager (GeBIZ X)


The Ministry of Finance is responsible for the Government Procurement (GP) policies, which govern how government agencies conduct their procurement. With evolving needs of our public officers and changing procurement landscape, MOF is embarking on the Whole of Government Procurement initiative.

GeBIZ X is the MOF product that would transform the procurement and business experience for WOG public officers and external suppliers.

Who we are looking for

We are seeking a dynamic and strategic Engineering Manager that drives technical excellence and team growth by setting strategic direction, building high-performing engineering teams, and ensuring sustainable delivery. This individual balances features delivery with technical sustainability, makes data-driven decisions, and fosters an inclusive learning culture. Key responsibilities include technical leadership, people development through coaching and feedback, quality assurance, and continuous improvement of development processes and team practices.

The Engineering Manager is required to work on technically challenging problems in an environment running like a modern product company, solving important underserved problems in the public sector. He/She will be responsible for technical direction and processes, additionally, driving the product centric design, implementation & delivery.

What you will be working on

  • Aim: Set Direction
  • Defining your team’s engineering vision, strategy, and directions that align with the organization’s overall vision and goals.
  • Collaborate with Product and UX partners to shape the squad’s technical and delivery goals
  • Balance new feature delivery with technical sustainability, maintainability, and risk mitigation
  • Bring strong technical judgment — helping engineers navigate design and architecture trade-offs in alignment with long-term goals
  • Use metrics (e.g., delivery velocity, incident trends, performance) to guide decisions and improve flow
  • Assemble: Build and Support the Team

Coach and develop your engineers through 1:1s, feedback, and career growth planning and engage in conversations regarding their performance, professional growth, offering constructive feedback, mentoring, and guidance as needed.

Proactively identifying and initiating worthwhile engineering initiatives to maximize our impact on the public good.

Establishing practices and tools to encourage a strong engineering culture and maximize engineering effectiveness and impact.

Ensure the team ships high-quality software predictably, and improves over time

Support technical decision-making and architecture reviews, with support from Staff+ ICs

Monitor delivery health, reliability, and tech debt — and address root causes, not just symptoms

Improve Developer Experience (DevX) and reduce friction through better tools, processes, or team rituals

Partnership for Success
Partnering with stakeholders and agencies to prioritize and manage roadmaps for delivering towards product vision incrementally and efficiently.

Creating a long-term technical plan and roadmap for the assigned team, and for other teams as needed. Update the roadmap regularly to meet future product/business needs and infrastructure requirements.

Working with cross-functional partners to develop quality, reliability, and security strategies within your team.

Required qualifications, skills and mindset

Master’s or Bachelor’s degree in relevant qualifications in any of the following: Computer Science, Computer or Electronics Engineering, Information Technology or related technical discipline

Minimum 10 years of relevant professional work experience relating to software engineering, solution engineering or system engineering with at least 6 years of hands-on experience

Minimal 3 years business analyst experience in software development projects and Agile methodologies e.g. SCRUM

Minimal 3 years’ experience working in an Agile environment and Cloud platform.

Experience with Government Commercial Cloud (GCC), SHIP-HATS and SG Tech Stack (SGTS)

8+ years of experience working in modern full-stack application technologies including SaaS, Bespoke and COTS solutions, in modern integration services, front-end and backend engineering, including at least 2 years in a leadership role

Proven track record of implementing large-scale, high-availability Salesforce solutions, preferably in the public sector

Knowledge of data protection regulations and privacy considerations in the public sector

Proven track record of people management (working with software engineers, DevOps engineers or infra/integration engineers) and being able to develop individuals’ careers and motivation to achieve team’s outcomes

Experience working on reasonably large, high-availability software systems that have operated at scale.

Experience in modern full-stack web application technologies including SaaS and Bespoke products in modern front-end and backend engineering.

Have a strong sense of what it means to be a technical leader, particularly as it relates to the suite of soft skills beyond just your technical chops.

Passion towards engineering excellence; you deeply understand that software engineering is a team sport, and you take pride in the craftsmanship aspect of software engineering.

Passion towards working for public good with interest.

The ability to guide a team to achieve important goals together.

2+ years of experience coaching developers; helping them enhance their performance and grow their careers.

Process good communication skills, ability to articulate technology concepts, participate in discussions on requirements with stakeholders
