About the Role
As part of the Internal Approving Authority - Information Technology (IAA-IT) team, you will be responsible for analysing, evaluating, and reviewing information and communications technology (ICT) budget proposals and expenditures within the Ministry. This role ensures that ICT investments align with strategic objectives, deliver value for money, and comply with government ICT policies and procurement guidelines whilst supporting the Ministry's digital transformation initiatives.
The position requires a deep understanding of both public sector financial management and the rapidly evolving technology landscape that underpins modern government operations. The candidate should possess analytical capabilities to evaluate complex technology proposals, assess emerging digital trends, and provide strategic financial guidance that enables the Ministry to leverage technology effectively whilst managing costs and risks prudently.
Key Responsibilities
ICT Budget Analysis and Evaluation
Review and analyse ICT budget submissions from various divisions and departments within the Ministry, assessing technical requirements, cost justifications, and alignment with digital strategy. Evaluate the financial viability of proposed ICT projects, including hardware, software, cloud services, and digital infrastructure investments. Review cost-benefit analysis for major ICT initiatives and technology refresh cycles.
Technology Investment Assessment
Assess the strategic value and business case for ICT investments, ensuring alignment with the Ministry's digital roadmap and whole-of-government ICT policies. Review vendor quotations and pricing models used for ICT procurements, including software licensing, cloud subscriptions, and managed services. Evaluate the total cost of ownership for ICT assets and services over their lifecycle.
Cost Norms Development and Benchmarking
Establish and maintain cost standards and benchmarks for technology purchases across the Ministry. Research market prices for ICT services, hardware, and software to create reference guides. Regularly update these benchmarks by tracking industry pricing trends, including developing standard cost estimates for common technology purchases. Validate these cost standards by reviewing actual project costs after completion, adjusting the benchmarks as needed to ensure future budget planning reflects realistic market conditions.
Compliance and Risk Management
Ensure ICT budget proposals comply with government procurement regulations, cybersecurity requirements, and data governance policies. Ensure leverage of WOG or Ministry contracts and service agreements for ICT vendors and service providers for ICT procurements. Assess financial risks associated with technology investments, including vendor dependency and obsolescence risks.
Strategic Planning Support
Contribute to the development of the Ministry's ICT budget strategy and multi-year technology investment plans. Provide financial analysis to support ICT governance committees and technology steering groups. Collaborate with ICT teams to understand technical requirements and translate them into budget implications.
Stakeholder Collaboration
Work closely with the product teams, finance teams, and business units to understand technology needs and budget constraints. Liaise with central agencies such as GovTech and Ministry of Finance on ICT budget matters and policy compliance.
Job Qualifications
- At least 5 years of experience in ICT operations, technology project management, or IT procurement within government or large organisations, with proven success in technology implementation and vendor management.
- Deep understanding of modern technology architectures, cloud computing, cybersecurity, and emerging technologies combined with developing financial analysis capabilities and proficiency in analytical tools and government procurement processes.
- Strong communication skills, both verbal and written, to present technical information to diverse audiences including finance teams, with strong project management abilities to coordinate multi-departmental technology analysis projects under tight deadlines.
