About the Role
GovTech is leading the transformation toward an AI-native government - one where AI multiplies the impact of every public officer, agency, and service. The AI Strategy Office (AISO) charts the strategic frame, orchestrates delivery across programmes, and ensures the build and adoption of AI capabilities that are safe, trusted, and transformative.
As a Strategy & Planning Manager, you will operate at the nexus of policy, technology, and execution. You will translate strategic intent into actionable roadmaps, design frameworks to bring clarity to ambiguity, and ensure disciplined follow-through across a broad portfolio of AI initiatives.
We are looking for a strong strategic operator - someone equally comfortable shaping long-term strategy and driving operational excellence, simultaneously conceptualising the big picture, and operating in the weeds to keep complex workstreams aligned and moving.

[What you will be working on]
Strategy Development
- Lead annual and multi-year strategic planning for AISO, including objective-setting, programme prioritisation, and executing interventions.
- Conduct research and horizon-scanning on global AI trends, frontier models, compute strategy, emerging risks, talent implications, and governance approaches.
- Develop strategy papers, issue analyses, and position pieces to drive WOG AI adoption, capability development, and investment decisions.
- Translate complex technical, policy, and organisational considerations into clear, actionable narratives for leadership and stakeholders.
- Facilitate strategic discussions with internal teams, ministries, statutory boards, industry partners, and academia to surface opportunities, risks, and alignment needs.
- Prepare and deliver presentations to senior leadership; craft concise briefing materials, decision papers, and narratives that build understanding and buy-in.
Planning & Portfolio Management
- Shape and execute the AISO operating model, running the rhythm of business - planning cycles, leadership meetings, review mechanisms, retreats, comms cadence, and ensuring strong documentation and decision traceability.
- Maintain the AISO strategic roadmap and ensure coherence across workstreams – driving alignment across programmes, governance initiatives, capability development, and sectoral adoption workstreams.
- Evaluate plans using structured frameworks (value, readiness, risk, cost/benefit, interdependencies) to support evidence-based prioritisation.
- Establish OKRs and operate a robust reporting, steering, and review cadence to track progress, impact, and risks.
- Develop dashboards and reporting mechanisms to give leadership clear visibility into progress, bottlenecks, and dependencies.
- Ensure programme governance, performance reviews, and escalation pathways are well-run and disciplined.
[What we are looking for]
Experience & Skills
- 8+ years of experience in strategy, planning, management consulting, programme management, public policy, or tech/AI product strategy.
- Strong clarity of thought, able to craft crisp narratives, explain complex concepts, and influence stakeholders.
- Directive communicator with excellent written and verbal communication skills. You must be able to influence without direct authority and negotiate with diverse stakeholders.
- Skilled in PMO/portfolio management and experienced in OKRs or similar frameworks.
- Strong stakeholder engagement and cross-functional coordination experience.
- Agile and comfortable working in a fast-paced, ambiguous environment where priorities may shift.
- Bias for clarity, structure, and disciplined execution.
Nice-to-have
- Background or knowledge in AI, digital government, technology policy, or public-sector transformation.
- Experience working in or strong knowledge of Whole-of-Government or multi-agency environments.
