Overview
At DXD (Digital Excellence & Products Division), Ministry of Education (MOE), we believe that meaningful digital transformation starts by improving the everyday experiences of our users — including the thousands of school and HQ staff who keep our education system running smoothly.

We are seeking a Senior / Lead UX Designer to lead the user experience and service design for MOE’s HR Systems. This role will focus on simplifying complex HR workflows, improving usability, and enabling smarter, more intuitive digital tools that directly support HR functions from recruitment to delivering positive employee experiences.

In the first 6–12 months, the role will focus on the problem discovery in the hiring processes and identify opportunities to for tech to improve the recruitment outcomes. You will work closely with product managers, HR teams, policy leads, and developers to co-create solutions grounded in user research and service design principles.


[What you will be working on] 

Service Design and User Research

  • Lead user research methods, such as user interviews and usability testing, with relevant research tools on HQ staff across various HR touchpoints
  • Map end-to-end user journeys and service blueprints to identify opportunities for process improvement
  • Facilitate discovery workshops to understand HR workflows, objectives, pain points and opportunity area.

UX Design, Prototyping, and Iteration

  • Design user flows, wireframes and interactive prototypes using the latest design tools 
  • Conduct usability testing and incorporate iterative feedback into design updates
  • Translate research insights into practical design recommendations
  • Work closely with product and technical teams by producing relevant design specifications to support implementation

Stakeholder Engagement and Collaboration

  • Work closely with MOE’s HR teams, including HR’s digital innovation team, product managers, and developers
  • Conduct workshops and co-design sessions to align on user needs and business objectives
  • Communicate design concepts and decisions clearly to both technical and non-technical stakeholders

 

[What we are looking for] 

Skills, Behaviours, and Attributes

  • Strong foundation in service design, UX research, and journey mapping
  • Proficient in prototyping and visual design tools
  • Skilled in conducting and facilitating workshops to align diverse stakeholders
  • Clear communicator able to translate user insights into actionable designs
  • Passionate about simplifying complex systems to improve user experience

Qualifications and Experience

  • Bachelor’s degree in Design, Human-Computer Interaction, Information Systems, or a related field
  • At least 8 years of experience in UX design, service design, or digital transformation roles
  • Experience designing for HR, enterprise or administrative systems is highly valued
  • Familiarity with public sector environments or large-scale system transformations is a plus

Reporting and Team Structure

  • Reports to: Design Manager or Digital Director
  • Works with: Product managers, HR Digital Innovation Team, HR ops and policy teams, developers, and MOE stakeholders
