Role Overview

You will play a pivotal role in shaping SEAB's reimagined digital ecosystem for examination administration and digital assessment that upholds trust and fairness while embracing continuous innovation.

We are seeking a Senior Product Manager to lead the transformation of SEAB's examination administration and digital assessment capabilities. This unified, sovereign platform will seamlessly connect exam administration, authoring, delivery, and marking processes. You will establish SEAB as a leader in secure, innovative assessment technology, delivering a cohesive experience that serves exam administrators, question authors, markers, and candidates whilst maintaining the highest standards of integrity and security.

Key Responsibilities

• Develop the product vision and strategy for SEAB's examination administration and digital assessment platform, securing buy-in from senior stakeholders across SEAB and MOE.
• Galvanise action from internal and external stakeholders including policy teams, operations, technology, industry partners, and vendors to execute the unified ecosystem strategy that enables continuous innovation without vendor lock-in.
• Lead a cross-functional team of product managers, designers, and software engineers to rapidly discover problems through user research with exam administrators, markers, and educators, efficiently mitigate risks through prototypes and proof-of-concepts, and reliably deliver solutions through frequent, secure releases.
• Drive user advocacy by designing exceptional user experiences across the entire examination lifecycle and executing robust go-to-market strategies for exam administrators, question authors, markers, and educational institutions.
• Define and track appropriate metrics to measure platform success, user satisfaction, operational efficiency, and security compliance whilst supporting data-driven product decisions.
• Balance development priorities between new examination capabilities, migration of reusable assessment components, and maintenance of existing systems, ensuring stakeholder alignment and uninterrupted examination operations.
• Actively uncover opportunities to leverage AI and emerging technologies to enhance examination security, streamline administrative processes, improve marking efficiency, and support innovative assessment methods within a controlled, auditable environment.
• Ensure platform sovereignty and security by maintaining SEAB's ownership and governance of critical examination infrastructure whilst enabling composable architecture for continuous improvement.

What we are looking for:

• Product management experience with proven success driving transformation of complex digital platforms (education technology, assessment systems, or mission-critical enterprise systems preferred).
• Excellent stakeholder management skills to influence senior government leaders, educational stakeholders, and collaborate effectively with cross-functional teams in regulated environments.
• Comfort in ambiguity and complexity to discern the highest leverage problems in examination administration whilst navigating security requirements, compliance standards, and diverse user needs.
• Validated leadership ability to lead product teams in rapidly iterating and solving problems whilst maintaining rigorous security and quality standards essential for examination integrity.
• Deep technical capabilities to work effectively with design and engineering teams on secure, scalable platforms and understand the implications of composable architecture and API design.
• Keen product intuition to identify high-potential opportunities for innovation in assessment technology whilst balancing reliability requirements and regulatory compliance.
• Strong analytical skills to synthesise examination metrics, user feedback, and operational data into actionable insights that improve both user experience and system performance.
• Understanding of security and compliance requirements, particularly in high-stakes assessment environments where trust, fairness, and integrity are paramount.
