How we work:
The Agency Success Programme Manager is a role for an experienced leader who will serve as the key liaison between GovTech and Agencies’ senior leadership to identify strategic opportunities, drive GovTech’s initiatives at Agencies on a longer-term, and be accountable to realise outcomes using GovTech’s products that would advance the ministry cluster’s digitalisation programme. This role combines strategic stakeholder management, Agency success advocacy, and operational oversight to ensure effective deployment and utilisation of GovTech’s products.
The successful candidate will partner with senior leadership to define strategies, and ensuring its alignment to organisational needs. He / She should be portrayed as a trusted thought leader with key stakeholders. He / She should also be mentoring current/future leaders, setting best practices, establishing cross-programme collaborations, and maintaining trusted relationships with leadership and key stakeholders in influencing strategies.
The successful candidate will play a pivotal role in bridging the gap between product roadmaps and Agencies’ needs whilst maintaining high standards of service delivery.
What you will be working on:
- Partner Agencies’ senior leadership and CIO teams to:
- Regularly share with Agencies on GovTech’s product roadmaps
- Identify opportunities to harmonise technology to achieve alignment with Government’s over-arching digital transformation and modernisation strategy
- Understand Agencies’ ICT and business objectives and help promote / influence directions to leverage on GovTech’s products and services where suitable to achieve economies of scale in cost effectiveness and manpower efficiencies
- Promote the effective use of GovTech’s products and services, contextualising deployment by fitting and tuning based on agencies’ needs, review performance of products and services and pre-empt requests and issues to product teams
- Facilitate design and implementation of indicators to measure effectiveness of GovTech’s products and services in delivering business outcomes and transformation goals
- Gather high-level feedback on whether products are delivering strategic value to Agencies and Government
- Propose plans to improve scores of measurement indicators.
- Collaborate with GovTech’s product managers to translate Agencies’ business requirements to product roadmaps, including prototypes, proof of concepts and pilots to validate business needs
- Manage the delivery of End-User Support Service (EUSS) and provide visibility of the performance of the service
- Coach/mentor staff, identify high potential talent and hone their capabilities, drive staff development opportunities, coordinate and integrate people efforts with the objective of attracting and retaining a motivated and high-performing team
- Enable capability building around agile, product thinking, and user-centric practices
- The role will be part of a matrix organisation structure reporting to both the Ministry cluster and GovTech GPE, while managing the team of EUSS contractor engineers as well as their leads and managers.
What we are looking for:
- Excellent at stakeholder alignment and engagement in ICT strategies and digital transformation, including ability to translate technical concepts to non-technical stakeholders, strong in facilitation, negotiation and influencing.
- Expertise in effective use of technologies to achieve organization objectives
- Strategic thinking skills with broad perspective of different issues
- Knowledge of ICT architectures, delivery and operations
- Ability to collaborate with cross-functional teams and manage multiple priorities.
