Government Technology Agency

Staff Platform Infrastructure Engineer

The Ministry of Finance is responsible for the Government Procurement (GP) policies, which govern how government agencies conduct their procurement. With evolving needs of our public officers and changing procurement landscape, MOF is embarking on the Whole of Government Procurement initiative.

GeBIZ X is the MOF product that would transform the procurement and business experience for WOG public officers and external suppliers.

[Who we are looking for]

The Ministry of Finance is transforming government procurement through the Whole of Government Procurement initiative. GeBIZ X will revolutionise the procurement experience for WOG public officers and external suppliers.

We are seeking a Staff Platform Infrastructure Engineer to oversee the Enterprise Infrastructure of the GeBIZ X Product. You will demonstrate technical leadership in infrastructure engineering, designing, building, and operating the infrastructure ecosystem that comprises Ivalua SaaS as the Base Solution, seamlessly integrated with Extended Solutions including COTS and SaaS applications, connecting to government agency systems and the Singapore Government Tech Stack (SGTS). This orchestration layer, hosted on AWS Government Commercial Cloud (GCC) using API Gateway and SFTP protocols, serves as the critical integration hub.

You will be expected to navigate technical complexity across GovTech, Government agencies and technology partners, ensuring the interoperability of GeBIZ X and the wider network of systems whilst maintaining resilience, security, scalability, and compliance with government standards.

Core Values

Decision-making

  • When making important decisions, we identify overarching goals, weigh up our options, identify impact, and clearly communicate and manage the risks and trade-offs of our decision.

Ownership

  • In addition to technical responsibilities, this means having opinions on what is being done and having ideas on what should be done next. Building something that you believe in is the best way to build something good.

Continuous Learning

  • Working on new ideas often means not fully understanding what you are working on. Taking time to learn new architectures, frameworks, technologies, and even languages is not just encouraged but essential.

[What you will be working on]

Key Responsibilities

  • Full-Stack Infrastructure Engineering (AWS/GCC)
Lead hands-on design and implementation of the complete platform ecosystem in AWS/GCC, including compute, storage, and specialised networking. Architect and manage API Gateway as central orchestrator governing traffic between external SaaS and internal government services.
  • COTS Implementation & SaaS Integration
Lead installation, configuration, and maintenance of COTS products (e.g., e-Signature solutions like Sign with Singpass) within AWS/GCC. Engineer secure, high-performance bridges to external SaaS environments and establish monitoring standards across all layers.
  • DevSecOps & SHIP-HATS Integration
Champion DevSecOps practices by driving SHIP-HATS ecosystem adoption (GitLab, SonarQube, etc.) to automate infrastructure delivery. Ensure strict adherence to IM8 policies and GovTech's "Security-by-Design" principles whilst building automation tools to reduce manual operations.
  • Strategic Alignment & Technical Leadership
Develop roadmaps for complex infrastructure initiatives, coordinate across teams and external partners, manage technical risks proactively, and invest in team growth through mentorship and knowledge sharing.
  • Core Competencies
Systems thinking for scalable ecosystem design spanning multiple environments, analytical leadership translating business problems to infrastructure solutions, effective stakeholder management across project teams and vendors, and self-driven ownership committed to leveraging technology for public good.
  •

Technical Leadership Expectations

  • Engineer Resilient Platform Infrastructure at Scale
Engineer resilient systems through deep understanding of infrastructure engineering and user behaviour. Tackle cross-cutting technical issues elegantly, establish high monitoring standards, and engineer systems with observability in mind to evaluate behaviour at scale.
  • Lead Complex Platform Infrastructure Transformations
Apply systems thinking to improve efficiency, repeatability, and scale. Evolve infrastructure practices based on feedback and failure mode observations. Lead design, implementation, and launch of platform infrastructure services across multiple teams, navigating technical and organisational complexity with sound judgement.
  • Technical Leadership with Agency or WOG Impact
Coordinate delivery across divisions ensuring alignment and quality. Proactively address potential failure points, collaborate with PMs/EMs at scale, and help unify organisational technical standards across teams.

Leadership Responsibilities

  • Strategic Execution
Support divisional strategic agenda and drive key projects. Independently identify projects supporting strategic objectives, provide direction with strong outcome measurement ability, and develop roadmaps for complex initiatives.
  • Team Leadership
Align team goals with departmental objectives, contribute to hiring standards, conduct regular 1:1s, provide growth opportunities, and create productive environments by removing barriers and motivating teams.
  • Cross-Team Collaboration
Lead cross-functional collaboration across multiple teams, resolve stakeholder conflicts, facilitate solutions to achieve strategic outcomes, and champion continuous improvement whilst building capability in areas of expertise.
  • Mentorship
Actively invest in peer and junior member growth through mentorship, sponsorship, and knowledge sharing. Mentor L3 and below officers beyond immediate team, measurably improving colleague capabilities.

[What we are looking for]

Experience & Education

  • Bachelor's degree in Computer Science, Computer Engineering, or related technical discipline. 8–10 years in Infrastructure Engineering, DevOps, or SRE with proven AWS/GCC and enterprise COTS experience.

Technical Skills

  • Infrastructure Orchestration: AWS API Gateway mastery including secure endpoints, rate limiting, and traffic routing
  • COTS Management: Commercial software installation and operationalisation in cloud environments
  • Infrastructure as Code: Expert Terraform proficiency for GCC-side ecosystem
  • Cloud & GCC: Deep AWS services (EKS, Lambda, RDS, IAM) and GCC landing zone expertise
  • Hybrid Integration: Secure connectivity patterns (VPNs, PrivateLink) and API-first architectures
