About Ministry of Manpower (MOM) Enforcement
MOM's Enforcement Division ensures regulatory compliance across work pass licensing, migrant worker address management, and enforcement operations. The systems supporting these functions are critical to MOM's regulatory mandate, balancing policy objectives with operational efficiency and user needs across employers, enforcement officers, and migrant workers.
Design in Enforcement plays a strategic role in transforming fragmented legacy systems into coherent, efficient digital services that support complex workflows while maintaining regulatory rigor.
[What you will be working on]
As a Senior Designer for MOM Enforcement Division, you will shape end-to-end experiences across critical regulatory systems including license management, migrant worker address management, and enforcement workflows.
You will work closely with product managers, operations teams, policy officers, and engineering to translate complex regulatory requirements into usable, scalable digital experiences. This role requires balancing compliance constraints with user-centered design, operational efficiency, and long-term system coherence.
Your portfolio will include:
- Licence management systems for work pass compliance
- Migrant worker address management workflows
- Enforcement operations and case management tool
Lead end-to-end design delivery across systems

Own product-level design from discovery through post-launch optimization, ensuring that enforcement systems are usable, coherent, and operationally effective while meeting policy and compliance requirements.

Conduct discovery using appropriate methods - user interviews, stakeholder workshops, operational shadowing, journey mapping, and data analysis to deeply understand enforcement workflows, pain points, and opportunities for improvement.

Map service ecosystems and end-to-end journeys across multiple systems and touchpoints, identifying systemic gaps, friction points, and opportunities to improve both user experience and operational efficiency.

Bridge business, operations, policy, and technology by facilitating alignment across cross-functional teams. Translate complex regulatory, operational, and technical constraints into clear design direction and actionable solutions.

Drive design direction by analyzing research findings, synthesizing insights, and defining design principles that guide product decisions while balancing user needs with regulatory and operational realities.

Rapidly prototype and iterate using modern tools and AI-assisted workflows (e.g., Figma, Claude for design assistance, AI prototyping tools) to accelerate concept validation, stakeholder feedback, and learning cycles.

Establish and maintain design standards for enforcement products, ensuring consistency, accessibility, and quality across all touchpoints while contributing to GovTech's broader design system.

Define and track success metrics for design solutions, measuring impact on user outcomes, operational efficiency, and policy objectives. Use data to drive continuous improvement.

[What we are looking for]
Experience and domain understanding:
- 10+ years of experience in UX/UI design, product design, service design, or related fields
- Proven experience leading design across complex, multi-stakeholder products or services
- Experience in regulated, compliance-driven, or high-stakes environments (government, healthcare, financial services, legal/regulatory systems) strongly preferred
- Demonstrated experience working on at least 2–3 different products, showing breadth and adaptability
