[About HealthCare-Tech]

Healthcare-Tech is a division within GovTech, forward-deployed to and collaborating closely with the Ministry of Health (MoH) family (including other agencies and statutory boards), operating like a modern product organisation to solve important and currently underserved problems spanning across Singapore's public Healthcare sector.

We are seeking talented and motivated Software Engineers to join our development teams working on the above sectors. [What you will be working on]

As an Engineering Manager, you will lead the technical direction, design, implementation, and delivery of the products owned by one or more of your squads. 

Responsibilities

  • Define your team's engineering vision and strategy, aligned with the organization's overall goals, and communicate it clearly across the team and stakeholders.
  • Partner with product, design, and cross-functional stakeholders to prioritize and manage roadmaps, delivering against the product vision incrementally and efficiently.
  • Own the long-term technical roadmap for your squads, updating it regularly to address future product/business needs, security, compliance, and infrastructure requirements. Drive cross-squad technical alignment where needed.
  • Establish practices, tools, and measurable standards to foster a strong engineering culture and maximize team effectiveness.
  • Define squad norms for AI-assisted development, including guardrails, code review standards, and quality benchmarks, ensuring these tools raise output quality and not just velocity.
  • Hold regular 1:1s and structured performance conversations with engineers, providing constructive feedback, mentoring, and guidance to support their professional growth.
  • Own and drive quality, reliability, and security strategies within your team, working closely with cross-functional partners to align on standards and accountability.
  • Contribute to recruitment efforts, particularly for senior hires
  • Proactively identify and initiate high-impact engineering initiatives that maximize outcomes for users and the business.

What we are looking for:

Technical Skills

  • Proven track record of leading & delivering technically complex products
  • Experience working on reasonably large, high-availability software systems that have operated at scale.
    • Bonus: Led legacy system modernization projects, including transitioning legacy systems to modern platforms
  • Sufficient depth in modern full-stack technologies to credibly guide technical decisions
    • Front-end: Next.Js/React.js/Nuxt/Vue.js
    • Backend: Java/TypeScript/Node.js/Golang
  • Strong knowledge of databases (SQL & NoSQL) and data modeling
  • Experience with cloud platforms such as AWS (preferred), Azure and/or GCP
  • Experience establishing observability practices and working with monitoring tooling (e.g., ELK stack, CloudWatch)

  • Demonstrated ability to take initiative and work autonomously & through others including navigating ambiguity and driving clarity without waiting for direction
  • Strong product mindset: Have a customer-centric thinking, be data-driven in decision making and be comfortable partnering with product managers as a peer, not just an executor
  • Actively engaged with the evolving technology landscape -  including AI-assisted development tools and modern engineering practices - and able to help the team adopt them thoughtfully.
