[What you will be working on]
The Programme Manager is responsible for the end-to-end planning, governance, and delivery of Ministry family-related digital programmes under the Ministry’s purview. The role ensures programmes are outcome-driven, well-governed, fiscally responsible, and aligned with Ministry and Whole-of-Government priorities, while working closely with internal policy teams, delivery agencies, and external stakeholders.
The incumbent will provide programme-level leadership, drive continuous improvement in programme management practices, and ensure that family programmes deliver meaningful and measurable impact for citizens.
Key Accountabilities
Programme Strategy & Planning
- Translate policy intent into clear programme objectives, outcomes, and delivery roadmaps for family-related initiatives.
- Develop and maintain multi-year programme plans, ensuring alignment with Ministry priorities and Whole-of-Government directions.
- Provide strategic advice to senior management on programme feasibility, risks, and implementation trade-offs.
Programme Governance & Oversight
- Establish and enforce programme governance structures, including decision forums, escalation pathways, and assurance mechanisms.
- Oversee programme scope, timelines, budgets, and dependencies across multiple projects and delivery partners.
- Ensure compliance with public service policies, financial rules, and audit requirements.
Delivery Management & Performance Tracking
- Monitor programme performance against agreed outcomes, KPIs, and milestones.
- Identify delivery risks early and drive timely mitigations and corrective actions.
- Lead periodic programme reviews, evaluations, and post-implementation learning.
Stakeholder & Partner Management
- Manage relationships with internal divisions, statutory boards, Whole-of-Government partners, and appointed vendors.
- Coordinate across policy, operations, digital, finance, and legal stakeholders to enable seamless programme delivery.
- Represent the Ministry in inter-agency platforms and working groups related to family programmes.
Resource & Financial Management
- Manage programme budgets, funding models, and resource allocations prudently.
- Support submission of budget papers, programme proposals, and management updates.
- Ensure value-for-money outcomes and effective use of public funds.
Capability Building & Practice Development
- Strengthen programme management capability within the organisation through standards, templates, and best practices.
- Coach and mentor officers and project lead in programme and project management disciplines.
- Drive continuous improvement and adoption of data-driven decision-making.
[What we are looking for]
Experience
- At least 8 years of relevant experience in programme management, policy implementation, or large-scale initiative delivery.
- Proven experience managing complex, multi-stakeholder programmes with policy, operational, and/or digital components.
- Excellent verbal and written communication skills, with proven experience in crafting compelling presentations and papers.
Functional Competencies
- Strong grounding in programme and project management frameworks (e.g. outcomes-based management, benefits realisation, risk management).
- Experience in governance, financial oversight, and performance tracking.
- Ability to synthesise policy intent into executable programmes.
