[What you will be working on] 

We are looking for a Principal Product Manager, Deputy Director to join our team at the Ministry. This is a role for someone who operates at the intersection of deep product craft, strategic leadership, and organisational influence — someone who doesn't just build great products, but shapes how an entire department thinks about and delivers them.

As a Principal PM, you will own outcomes at Ministry HQ level, mentor the next generation of product leaders, and drive alignment across teams on strategy, execution, and culture. You will be expected to lead through influence as much as through authority, and to leave the organisation meaningfully better than you found it.

Your core responsibilities include:  

Product Strategy and Execution
You will lead the development of product strategy grounded in user insights, market dynamics, and organisational goals. You are the person others turn to when facing complex, ambiguous problems — guiding junior product managers on how to perform rigorous analysis and translate findings into sound product decisions. You will be accountable for balancing short-term delivery speed against long-term technical debt, and for fostering a team culture defined by speed, simplicity, and agility.

Divisional Ownership
You will take full accountability for the success of the CIO Office division — contributing to the definition of goals and outcomes, and driving their achievement. This means identifying and removing systemic inefficiencies, advocating for the tools and processes teams need, and driving ownership and accountability across multiple teams. When challenges arise, you act decisively; when opportunities emerge, you move quickly to seize them.

Strategic Alignment
You will translate divisional goals into a coherent theory of success, working with teams to develop OKRs and long-term roadmaps. You proactively anticipate systemic risks and changes, and take initiative to lead workstreams that keep the ministry HQ moving in the right direction. You are comfortable operating across teams and functions, ensuring that effort is aligned and that progress is visible.

Culture and Organisational Influence
You will shape the culture of the division — championing open communication, continuous improvement, and genuine collaboration. You build and maintain strategic cross-functional partnerships, facilitate high-stakes discussions, and ensure that diverse perspectives are heard and acted upon. You are willing to make structural changes where needed to help teams operate more effectively.

People Leadership
You will align division goals with broader ministry HQ objectives, setting high standards while empowering the people around you. You coach people managers and senior leaders, conduct regular one-on-ones with direct and indirect reports, and lead recruitment efforts to bring in and develop top talent. You take an active interest in team health — gathering feedback, providing the right resources and infrastructure, and keeping teams motivated and engaged over the long term.

  • You have a strong track record of product leadership in complex, fast-moving environments.

  • You are as comfortable shaping strategy in the boardroom as you are rolling up your sleeves to help a junior PM work through a difficult problem.

  • You lead with clarity and conviction, but remain genuinely open to other perspectives.

  • You understand that at this level, your most important output is not the products you ship directly, but the capability, culture, and direction you build around you.
