[About the role]
We are looking for a Lead Product Manager to take ownership of complex product areas, drive strategic initiatives, and raise the bar for product practice across the ministry HQ. This is a senior individual contributor and people leadership role — you will be expected to operate with a high degree of autonomy, shape the direction of your product area, and invest meaningfully in the growth of the people around you.
[What you will be working on]
Product Craft and Execution
As a Lead PM, you will assist the Deputy Director of Products by being the go-to expert across your team's products, combining rigorous analysis with strong product intuition to drive sound decisions. You will lead the planning and evaluation of features, drawing on a wide range of inputs - user research, customer feedback, market and competitor analysis, technology trends, and internal feedback loops — to ensure the team is always building the right things.
You will take the lead on identifying and mitigating risks, both technical and market-facing, and champion a data-driven approach to prioritisation. This means validating or killing ideas before development begins, making A/B test recommendations grounded in evidence, and helping the team avoid investing in the wrong directions. Beyond your own practice, you will mentor junior product managers on how to translate user insights into product decisions, building this capability across the team.
You will also foster a culture of speed, simplicity, and agility within a large and complex problem space, while remaining clear-eyed about the short-term tradeoffs of moving fast against the accumulation of long-term technical debt.
Ownership and Strategic Contribution
You will independently identify projects that support divisional strategic objectives and take proactive steps to drive them forward — without waiting to be directed. You will develop roadmaps for complex initiatives, breaking down workstreams and coordinating across teams and partners to deliver outcomes. You will also be responsible for identifying and managing risk for your team.
Alongside delivery, you will actively invest in the growth of peers and junior colleagues through mentorship, sponsorship, and knowledge sharing. You will mentor officers beyond your immediate team with a measurable impact on capability across levels.
Culture and Organisational Influence
You will lead cross-functional collaboration across multiple teams and within the CIO Office division, ensuring that projects are executed in alignment with broader goals. When stakeholder conflicts arise — and they will — you will be expected to resolve them and facilitate solutioning to achieve strategic outcomes.
You will champion and role model continuous improvement, anticipating future needs and challenges not just for your immediate area but for the wider function, and actively building capability in your areas of expertise.
People Management
You will align your team's goals with CIO Office divisional objectives and contribute to raising hiring standards by improving interview and assessment processes. Through regular one-on-ones with direct and indirect reports, you will coach performance and reinforce the team's standards.
You will create genuine opportunities for your reports to stretch and grow — delegating meaningfully, empowering teams for better outcomes, and identifying individuals with management potential. You will be responsible for creating a productive environment by providing the right resources, removing barriers, establishing healthy team norms, and motivating your team to perform at their best.
