[What you will be working on]
As a Deputy Director of Engineering Management, you will extend your leadership across multiple squads and delivery threads, ensuring alignment, consistency, and meaningful impact at scale. Operating as a manager of managers — or across workstreams through Tech Leads — you will oversee broad product and cloud infrastructure areas, setting the technical direction and people leadership standards that enable teams to deliver with excellence.
You will be accountable for the outcomes of multiple squads, spanning both internal staff and vendor teams, and will play a central role in shaping the software engineering culture and long-term capability of the Ministry Family.
Craft & Execution
You will establish a unified architectural vision and technical standards that meet agency requirements, setting rigorous expectations for security, scalability, and engineering delivery practices across your squads. This includes overseeing design reviews and driving large-scale technical initiatives — such as major refactoring efforts or system migrations — that yield quantifiable improvements in reliability and efficiency. You will ensure that both innovative features and business-as-usual work, including tech debt reduction and bug fixes, contribute meaningfully to system quality.
You will anchor the standards and practices you drive across squads in Practice guidance, surfacing deviations or gaps through the appropriate channels rather than resolving them unilaterally. You will also actively contribute cross-squad patterns, learnings, and improvement opportunities back to the Practice to help evolve ministry family-wide standards.
On AI-augmented delivery, you will drive consistent standards and tooling for AI-assisted development across your squads — covering review expectations, quality gates, and responsible use boundaries — in alignment with Practice guidance. You will evolve delivery and quality metrics to reflect AI-augmented workflows, focusing on design quality, architectural decision quality, defect rates, and review thoroughness rather than code volume alone.
Ownership
You will take full accountability for the success of the CIO Office division, contributing to the definition of outcomes and goals and driving their achievement. This means identifying and removing systemic inefficiencies and barriers, advocating for the resources, tools, and processes teams need to work effectively, and taking decisive action to navigate challenges and seize opportunities. You will cultivate a high-performing software engineering team with a focus on long-term growth and talent development, and mentor the next generation of leaders within the ministry family.
Strategic Alignment
You will translate CIO Office divisional goals into a clear theory of success and OKRs, working with teams to align effort and taking initiative to lead workstreams that drive these outcomes. You will develop long-term roadmaps and execute across teams to deliver on them, while anticipating and managing systemic risks and changes before they become blockers.
Culture and Organisational Influence
You will build and maintain strategic cross-functional and divisional partnerships to navigate matrix relationships and competing priorities effectively. Leading through influence, you will facilitate strategic discussions, build alignment, and drive a culture of continuous improvement and innovation across multiple teams. You will champion open communication and ensure that diverse perspectives are heard, implementing structural changes that enable teams to operate more effectively.
People Management
You will align CIO Office divisional goals with ministry objectives, setting high standards while empowering software engineering teams and coaching people managers and leaders to maintain the bar. You will lead recruitment efforts — setting hiring standards, improving interview processes, and ensuring top talent is brought in and continuously developed. Through regular one-on-ones with direct and indirect reports, you will coach performance and set the standard for leaders across the department. You will also take a broader view of team health, gathering feedback from across the department and providing the resources and infrastructure needed for optimal productivity and sustained engagement.
[What we are looking for]
You are an experienced software engineering leader who is equally comfortable setting technical direction and developing people. You think in systems — across teams, processes, and organisations — and you lead with clarity, empathy, and a bias towards long-term impact over short-term convenience. You are a trusted partner to senior stakeholders, a coach to the leaders around you, and a champion for the kind of engineering culture that attracts and retains great people.
