[Key Responsibilities]
The DD Geospatial Programme will lead the capability development for the Singapore Space-Operations hub, which will include the Space Situational Awareness Operations centre, the Space Multi-Agency Operations centre and the Earth Observation Hub.
This is a role responsible for the strategic vision and technical execution of the Singapore Space-Operations Hub, including the end-end lifecycle of Earth Observation data to the delivery of data and products to stakeholders within NSAS, to Government users, and NSAS partners like Research Institutes, Institutes of higher learning, local industry and non-governmental organisations etc.
The DD Geospatial Programme will be required to be conversant with Geospatial Science, Cloud Engineering and Government security policies. This will ensure that large datasets are processed stored and accessible via high-performance infrastructure, including compute coupled the necessary security tiering. The implementation will need to enable good collaboration and fast cycle dev-ops development, as well as deployment into a government security compliant infrastructure to run secured computation loads.
The DD Geospatial Programme will lead the development of data solutions that transform raw space operations data into actionable intelligence for NSAS, government agencies and other NSAS partners. This includes designing data processing pipelines, developing analytical tools, and creating reporting systems that support decision-making across Singapore's space ecosystem.
[What you will be working on]
Craft & Execution
You will translate strategic ministry family direction into actionable digital transformation and delivery plans for ML/AI initiatives, oversee architectural decisions that enable scalable analytics capabilities, and ensure that technical standards and responsible AI frameworks are consistently applied across the division.
Ownership and Strategic Alignment
You will define CIO Office divsional outcomes and OKRs in alignment with ministry HQ goals, develop long-term roadmaps, and drive their execution across teams. You will proactively identify and remove systemic inefficiencies, anticipate risks, and take decisive action to navigate challenges and seize opportunities as they arise.
Culture and Organsiational Influence
You will build strategic cross-functional partnerships, lead through influence rather than authority, and champion a culture of continuous improvement, open communication, and innovation. You will ensure diverse perspectives are heard and implement structural changes that help business and technical teams operate more effectively.
People Management
You will build and sustain a high-performing team by coaching people managers, scientists and engineers; setting hiring standards, and leading recruitment efforts to bring in and develop top talent. You will conduct regular 1:1s with direct and indirect reports, gather feedback on team health, and create the infrastructure and environment for consistent, motivated performance.
[What we are looking for]
- Candidates should have deep expertise in satellite data exploitation, cloud infrastructure deployments and government security requirements.
- The candidate should demonstrate expertise and leadership in data analytics, database management, and software development would support the data solutions aspects of the role.
- Expertise in satellite mission control software, space systems, orbital analysis tools, and space weather monitoring is desirable.
- Candidates should demonstrate strong communication, interpersonal, and presentation skills. The ability to think strategically and translate complex technical concepts into clear, actionable plans is important. Experience in program development and management is desirable.
