[About This Role]

We are looking for a Product Manager to work on the development and adoption of a centralised data discovery platform that serves as the single authoritative entry point for public officers across the whole of government to find, evaluate, and request access to government data.

Today, data discovery is fragmented across multiple platforms, each with its own go-to-market effort, onboarding process, and user experience. This creates confusion, duplication, and missed opportunities for data reuse. Your role is to change that — by building a product that becomes the definitive "first stop" for any public officer looking for government data, and by driving the ecosystem-level coordination needed to make that vision real.

This role that sits at the intersection of product, data governance, and cross-agency coordination. You will be responsible for both the strategic positioning of the platform and the day-to-day execution of product improvements — from search experience and catalogue coverage, to request workflows and integration with downstream delivery systems.

 

[What you will be working on] 

As a Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. Your core responsibilities include:  

Establishing and Communicating a Clear Product Vision

  • Execute Own and articulate the product vision for a centralised data discovery platform, ensuring alignment across engineering, design, policy, and senior stakeholders

  • Contribute to Define and maintain a coherent product strategy that positions the platform as the single entry point for government data discovery, replacing fragmented multi-platform behaviour

  • Collaborate with programme leadership and agency partners to secure buy-in and drive adoption at scale across government

Driving Catalogue Growth and Coverage

  • ExecuteLead the strategy to expand the platform's central catalogue by working with agency data owners and platform teams to surface more government data in one place — without necessarily requiring agencies to migrate their underlying systems

  • Identify and resolve the technical, operational, and incentive barriers that prevent agency datasets from being discoverable centrally, and develop scalable approaches to address them

  • Work with agency data owners to improve metadata completeness and quality so that datasets are genuinely useful to discover, not just listed

Improving Search, Discovery, and Request Experience

  • Own the end-to-end user experience for data discovery, from search and browse to dataset evaluation, access request, and approval

  • Use search analytics and user research to identify where the discovery journey breaks down — and drive iterative, evidence-based improvements

  • Explore how emerging technologies, including AI, might fundamentally reimagine how users find and evaluate data relevant to their needs — going beyond conventional search to ask what a great discovery experience could look like

  • Ensure that data consumers can assess dataset fitness-for-purpose directly within the discovery experience, without needing to contact data owners separately

Streamlining the Request and Approval Workflow

  • Drive consolidation of the inter-agency data request process into a single, trackable workflow within the platform, reducing fragmentation and improving visibility for both requestors and approvers

  • Work with policy and governance teams to digitalise and simplify approval processes, reducing time from request creation to first data access

  • Enable data providers to manage their sharing obligations — including approvals, rejections, and monitoring — through a single console experience

Reducing Friction Between Discovery and Data Use

  • Investigate and address the gap between a user finding a dataset and being able to actually use it in their work — understanding where friction exists in how data is accessed, integrated, and consumed across different working environments

  • Define and validate approaches that reduce the effort required for users to go from discovery to productive use, without prescribing a fixed technical solution upfront

Driving Adoption and Go-to-Market

  • Develop and execute a go-to-market strategy that consolidates user mindshare around a single discovery platform, replacing fragmented awareness across competing products

  • Build and maintain relationships with key agency stakeholders — both data providers and data consumers — to drive onboarding, usage, and feedback loops

  • Use consolidated user activity data to generate insights that improve the product and demonstrate value to programme leadership and agency partners

Monitoring, Measuring, and Iterating

  • Define and track product metrics that reflect real discovery success (e.g. search success rate, time from request to first access, catalogue coverage) rather than vanity metrics

  • Run structured experiments and user studies to validate product decisions and prioritise the roadmap

  • Maintain a clear, well-reasoned product backlog and communicate trade-offs transparently to stakeholders

Compliance and Governance

  • Ensure the platform meets security, performance, and data governance requirements applicable to a whole-of-government system handling sensitive metadata and access workflows

  • Adhere to compliance requirements and audits (IM8, AGO, QMS, etc.)


[What we are looking for] 

The customers for our products are normally agency users, which means that prior public service experience will help. A disciplined approach and strong problem-solving instincts are fundamental to succeed. Your aptitude for completing the tasks and attitude to continuous learning are more valued than any formal certification.

We look for product managers with:

  • Product management experience, with a demonstrated track record of owning and shipping products used at scale by diverse user groups

  • Experience driving adoption of a platform or tool in a multi-stakeholder environment where you did not have direct authority over all users or contributors

  • Strong product sense — ability to translate ambiguous strategic goals into concrete, prioritised product decisions

  • Proven ability to work directly and effectively with engineers, designers, and data or platform specialists (at least 3 years in cross-functional product teams)

  • Strong analytical skills — comfortable using data to diagnose problems, validate hypotheses, and communicate product performance

  • Excellent communication and stakeholder management skills, including the ability to influence senior decision-makers and drive alignment across organisations

  • Prior experience with data cataloguing, metadata management, search/discovery products, or developer/analyst-facing platforms

  • Experience working in or with government agencies, or in other large, federated organisations where adoption requires ecosystem coordination rather than top-down mandates

  • Familiarity with data governance concepts (e.g. data stewardship, data classification, access control workflows)

  • Experience designing or improving approval and workflow automation features

  • Exposure to AI-assisted product features, particularly in search or recommendation contexts

  • Specific government data policies, classification frameworks, and inter-agency data sharing processes

  • Technical details of the underlying data infrastructure and delivery mechanisms

  • The specific agency landscape, stakeholder map, and political dynamics of the programme


Requirements

  • Diploma/Degree in Computer Science, Infocomm Technology, Engineering, or a related subject area, with a minimum of 5 years of relevant experience. Candidates with more experience will be considered for more senior roles.

  • Prior working experience in product management, IT business analysis, or application solutioning design and testing

  • Experience in modern product development and management practices such as Agile, Design Thinking, and Product-Centric Development will be strongly preferred

  • Relevant certifications such as CITPM, COMIT, PMP, or Certified Scrum Master are advantageous
