Description 

The Assistant Director / Deputy Director, Digital Strategy plays a key role in driving MOE’s digital transformation agenda through strategy formulation, portfolio management, workforce transformation and funding reform. The role supports the development and implementation of MOE’s Ministry Family Digitalisation Plan (MFDP), ensuring that digital priorities are anchored on clear business outcomes, sustainable operating models, realistic resourcing plans and shared business-technology ownership. 

The incumbent will work across MOE HQ divisions, product teams, technology teams and governance forums to translate digital priorities into actionable programmes, assess strategic value and readiness, and strengthen the shift towards product-centric, outcome-driven and user-centred delivery. 

[What you will be working on] 

Digital Strategy and Transformation 

  1. Co-lead the development and refinement of MOE’s digital transformation strategies. 
  2. Drive stronger shared ownership between business and technology teams, including establishing clear co-ownership models, decision rights and delivery accountability for digital priorities. 
  3. Help define sustainable operating models for digital products, including long-term team structures, governance, platform dependencies, funding needs and transition from pilot to scaled implementation. 

Product Portfolio Management and Strategic Planning 

  1. Support the stewardship of MOE’s digital portfolio, identifying opportunities to rationalise systems, reduce duplication and evolve key systems into scalable, high-value products. 
  2. Apply portfolio management disciplines to assess product value, system health, strategic fit, user impact and resource requirements across MOE’s digital initiatives. 
  3. Provide strategic input into product team structures, reporting lines and delivery models to support autonomy, accountability and sustained product ownership. 

Funding Proposal Evaluation and Investment Strategy 

  1. Evaluate ICT and digital funding proposals to assess whether they are clearly anchored on user problems, measurable outcomes, strategic value and delivery readiness. 
  2. Review cost justifications, funding models and investment trade-offs to ensure proposals move beyond feature-based or line-item justification towards outcome-based funding. 
  3. Support the development of programme-based funding approaches where appropriate, including consolidated funding for shared platforms, cloud infrastructure, software licences and common digital services. 

Workforce Transformation and Operating Model Development 

  1. Support DXD’s workforce transformation towards a more product-centric organisation, including the shift in workforce composition towards product, design and engineering capabilities. 
  2. Work with teams to reorganise resources around user-centric problem spaces and programmes, while maintaining functional expertise development through communities of practice and the Product Development Office. 
  3. Help define clear mission reporting lines, team accountabilities and role expectations across matrixed product teams. 

[What we are looking for] 

Education 

  1. Degree in Public Policy, Technology Management, Business, Engineering, Information Systems, or related fields. 
  2. Certifications or training in digital product management, agile delivery, portfolio management, business analysis, finance or public sector innovation are advantageous. 

Professional Experience 

  1. At least 8–12 years of relevant experience for Assistant Director, or 12–15 years for Deputy Director, in digital strategy, transformation, portfolio management, public sector technology, consulting or product strategy.  
  2. Proven experience supporting or leading large-scale digital transformation, technology planning, operating model design or product portfolio management.  
  3. Familiarity with product-centric frameworks such as OKRs, value-cost assessment, user research, agile delivery, product lifecycle management and outcome-based funding.  
  4. Strong ability to translate complex technology, funding and organisational issues into clear strategic recommendations for senior stakeholders.  
  5. Familiarity with government digital strategies, ICT governance, procurement and funding processes is preferred.
