[What you will be working on] 

We are seeking a Product Manager to lead the design, delivery, and continuous improvement of internal digital products that enhance employee productivity and operational efficiency. These products support business-critical internal workflows (knowledge management, record management) or underpin key industry-facing services (e.g., grants management and licensing), enabling officers to deliver reliable services to the tourism sector. You are accountable for defining product direction and driving successful delivery, adoption and measurable outcomes for your product area.

Product Strategy & Ownership

  • Define and evolve product vision, roadmap and priorities for your product area to improve internal productivity and service outcomes.
  • Translate operational needs into clear user stories, acceptance criteria and success metrics; maintain a prioritised backlog.
  • Own the product lifecycle end-to-end (discovery → build → launch → iteration), ensuring outcomes are realised post-launch.

Delivery Accountability

  • Be accountable for delivery outcomes for your product area, including scope, timelines, quality, and operational readiness, working in partnership with engineering/delivery leads.
  • Drive delivery planning with the team (milestones, release plan, dependencies) and keep stakeholders informed of progress and risks.
  • Proactively manage delivery risks, issues and trade-offs; escalate early with options and recommendations.
  • Ensure solutions are production-ready by working with engineering, architecture, security and operations on non-functional and run requirements (security, performance, supportability).

Product Delivery & Execution

  • Work with cross-functional teams (engineering, design, data/QA, operations) to deliver iterative releases while maintaining service continuity for critical operations.
  • Prioritise work based on impact to productivity, service levels, compliance/audit needs, and user value.
  • Run key product rituals (e.g., refinement, sprint planning support, demos) and keep documentation current (PRDs/user stories, release notes, operating procedures as needed).

Process Transformation & Operational Efficiency

  • Redesign and digitise end-to-end workflows (e.g., grants processing, licensing approvals, case handling), reducing manual effort and cycle time.
  • Simplify complex business rules into scalable product and system design, balancing usability, controls and efficiency.
  • Identify opportunities for automation, standardisation and reuse to improve productivity and reduce errors.

Stakeholder Management

  • Work closely with operational teams to understand real-world constraints, edge cases and service needs; translate these into practical product increments.
  • Align stakeholders across policy, operations and technology on priorities, timelines and release scope; drive timely decisions.
  • Communicate delivery progress, risks and outcomes clearly to product leadership and senior stakeholders.

User & Outcome Focus

  • Improve internal user experience to reduce friction, rework and training overhead through clear workflows, intuitive design and effective enablement.
  • Define and track productivity and service metrics (e.g., turnaround time, throughput, backlog, error rates, adoption) and use insights to guide iteration.
  • Ensure delivered changes achieve intended operational outcomes and are embedded into business-as-usual operations.

Platform & Integration Thinking

  • Ensure interoperability with enterprise systems and shared platforms (e.g., identity, data, workflow, integration), and manage integration dependencies.
  • Contribute to reusable components and common patterns across internal workflow products to avoid siloed solutions.

Governance, Risk & Compliance

  • Ensure compliance with audit, data protection and security requirements; maintain traceability for financial and regulatory workflows.
  • Identify and manage product and operational risks; ensure controls are designed into workflows without excessive burden on users.

Budget & Procurement Management

  • Own budget management for your product area (planning inputs, forecasting, utilisation tracking) and provide timely visibility of spend, variances and funding risks.
  • Lead procurement activities required for delivery and continuity (e.g., licenses, subscriptions, professional services) in partnership with Finance/Procurement, ensuring governance and auditability.
  • Support vendor evaluation and ongoing contract management by defining requirements, participating in evaluations, and monitoring service levels/renewals.

[What we are looking for] 

  • Degree in Information Systems, Computer Science, Engineering, Business, or related discipline.
  • Typically 4–7 years of relevant experience in product management, business transformation, digital delivery, or related roles.
  • Track record delivering enterprise/internal-facing products or workflow systems with measurable operational impact (cycle time, quality, throughput, user satisfaction).
  • Experience managing delivery in partnership with engineering teams (planning, prioritisation, risk management, release management).
  • Exposure to budget and procurement processes (forecasting, utilisation tracking, licensing/professional services procurement, renewals) is an advantage.
  • Working knowledge of security, data protection and audit/compliance needs in enterprise environments is an advantage.
  • Outcome-oriented product thinking: frames problems clearly, defines success metrics, and prioritises work that delivers measurable impact.
  • Strong execution and delivery discipline: plans work, manages risks and dependencies, and drives issues to resolution.
  • Stakeholder management and communication: aligns teams, writes clearly, and can present options and trade-offs.
  • User-centric approach: uses research, feedback and data to improve usability and adoption.
  • Systems thinking: understands end-to-end workflows, data flows, controls and integration touchpoints.
  • Comfort working with governance constraints (auditability, security, privacy) and designing practical solutions within them.
