Lead the vanguard of MOE’s HR digital transformation by developing and scaling technology solutions, driving the adoption of central HR platforms and productivity automation tools, and leading change management efforts to build a more digital, data-informed HR organisation. As Senior/Lead Product Manager, Technology Development (HR Digital Transformation), you will act as the Lead Product Manager for MOE’s HR digitalisation journey. You will define the HR technology strategy, drive product development and adoption, champion the use of automation and lowcode solutions to improve productivity, and lead change management efforts to embed digital ways of working across HR. You will work closely with HR leadership, technology teams, and external partners to shape a sustainable, high-impact digital transformation roadmap.
• Define and drive the HR technology vision, product strategy, and transformation roadmap.
• Leverage emerging technologies such as AI, automation, and low-code platforms to deliver innovative HR services.
• Foster an innovation ecosystem through design thinking, agile methodologies, and rapid prototyping.
• Partner with HR stakeholders to integrate digital solutions into HR policies and operating models, enhancing service effectiveness and user experience.
• Establish and track product OKRs and success metrics to measure adoption, impact, and continuous improvement.
• Spearhead the development and deployment of HR digital products that automate manual processes and bridge workflow gaps across systems.
• Drive adoption of core HR platforms, productivity automation tools, and low-code solutions to improve operational efficiency.
• Lead cross-functional teams comprising technology specialists, HR officers, and vendor partners to deliver scalable, high-impact digital solutions.
• Apply user-centric design principles to ensure solutions are intuitive, accessible, and futureready.
• Architect the HR technology landscape, ensuring alignment with MOE’s enterprise architecture, cybersecurity standards, and data governance frameworks.
• Implement technology governance practices that balance innovation with risk management and compliance.
• Align procurement, system development, and integration efforts to strategic HR transformation objectives.
• Lead change management initiatives to cultivate a digital-first mindset and drive digital adoption within the HR Group.
• Design and implement a digital capability framework that builds digital fluency and readiness among HR professionals.
• Champion a culture of experimentation, continuous learning, and user-centered innovation.
• Forge and manage strategic partnerships with technology vendors, innovation partners, and research collaborators.
• Lead sourcing and procurement initiatives to secure technologies that accelerate HR digital transformation.
• Build and nurture strong stakeholder relationships to ensure digital initiatives align with evolving HR business needs.
• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field; Master’s degree preferred.
• Over 10 years of experience in digital transformation, product development, or HR technology innovation, with at least 5 years in leadership roles.
• Proven track record of delivering innovative digital products and driving technology adoption and change management initiatives.
• Deep understanding of emerging technologies (AI, RPA, low-code, automation) and their application to operational transformation.
• Expertise in agile methodologies, product management, and user-centered design.
• Strong leadership skills with experience building and mentoring cross-functional, high-performing teams.
• Strong business acumen with the ability to link technology initiatives to organisational outcomes.
• Experience leading HR digital transformation initiatives is highly advantageous.
