Ministry of Trade and Industry

Senior/Assistant Director (Land Policy), Resource Division

Ministry of Trade and Industry

Permanent/Contract

What the role is

The Land Policy team drives planning and policy development on industrial land to support manufacturing and industrialisation in Singapore. This includes the staffing of other policy and corporate matters of the JTC Corporation as a 5th Schedule Statutory Board. We draw on rigorous data analysis and extensive industry/stakeholder engagements to understand economic and industrial land market trends, to continually sharpen our land policies. Our work ensures that Singapore remains attractive to investments and in anchoring a vibrant manufacturing ecosystem in Singapore.

What you will be working on

You will be part of a team that works with multiple stakeholders across Government to formulate Singapore’s industrial land and space policies. This includes: • Working with the Ministry of Finance and sector agencies on a fundamental review of our industrial land pricing framework. • Ensuring that there is sufficient industrial land and space to meet our mid- to long-term economic needs, such as through the creation and safeguarding of land/space, and reviewing our land recycling and land intensification strategy and plans. • Ensuring our industrial landscape and policies are able to support new growth areas and help companies strengthen their competitiveness. E.g., working with MTI statutory boards to ensure that land allocation policies continue to anchor companies that provide good jobs. • Working closely with JTC Corporation on the latter’s innovative facilities and next-generation mixed-use districts to help companies to address new manufacturing trends and enhance productivity. • Ensuring that our industrial property market is stable, sustainable and competitive. This involves working with JTC to monitor the market, release sufficient industrial land and set the prices and rentals for JTC’s land and space. • Overseeing the corporate issues of JTC and its subsidiaries, including organisational development, fiscal sustainability, and Board-related matters.

What we are looking for

You should: • be a quick learner, with a “can-do” attitude – able to operate in a fluid environment, pick up a wide spectrum of manpower issues, and never be shy of pushing the limits; • be able to appreciate and synthesise multiple perspectives from a myriad of stakeholders, across Government, industry, and the public. • be a self-starter and team player, with excellent communication, negotiation and project management skills; • dare to dream but with feet on the ground; • have prior or related experience in formulating public policies and running inter-agency projects; and • have strong analytical skills and be comfortable with numbers and basic econ-speak.
