What the role is
The local manpower team within the Resource Division works closely with public sector, private sector and union stakeholders to support MTI’s mission of promoting economic growth and creating good jobs, to enable Singaporeans to improve their lives. We develop and review policies to ensure that our local workforce remains competitive, so as to meet the needs of industry and support our economic strategies. In doing so, we continue to create a pipeline of good jobs and skills opportunities for Singaporeans, particularly in new growth areas.
What you will be working on
Responsibilities
As a member of our local manpower team, you will conceptualise and support the implementation of policies and projects related to manpower that enable Singapore’s long-term economic growth. This includes:
• Working with government agencies, especially the Ministry of Manpower and Ministry of Education, to assess and develop Singapore’s local workforce and training policies and programmes, in support of immediate-term and long-term economic objectives. This includes
o Developing strategies to attract more locals to manufacturing jobs to support our Manufacturing 2030 vision.
o Leveraging ecosystem partners to drive workforce and enterprise transformation in tandem.
o Working with tripartite partners to uplift the specific workforce segments (e.g. lower wage workers and platform workers).
o Reviewing Pre-Employment Training (PET) and Continuing Education and Training (CET) policies to ensure our workforce is equipped with the right skills to meet the rapidly changing industry needs.
o Developing strategies to grow our pipeline of local corporate leaders.
• Working with public sector economists and stakeholders (e.g. trade associations and chambers) to monitor our labour market trends and economic competitiveness; and assess the economic impact of proposals relating to manpower and training.
What we are looking for
Requirements
You should:
• be a quick learner, with a “can-do” attitude – able to operate in a fluid environment, pick up wide spectrum of manpower issues, and never shy of pushing the limits;
• be a self-starter and team player, with excellent communication, negotiation and project management skills;
• dare to dream but with feet on the ground;
• have prior or related experience in formulating public policies and running inter-agency projects; and
• be comfortable with numbers and basic econ-speak.
