What the role is

Develop and review strategies and policies to improve the well-being of migrant workers and manage disamenities that may arise from having a large migrant worker population in Singapore.

What you will be working on

You will develop strategies, policies and programmes to improve the well-being of migrant domestic workers (MDWs) and migrant workers (MWs) and manage any dis-amenities that may arise from having a large foreign workforce population in Singapore. You will have the opportunity to: Develop or review policies to promote a fair balance of rights and responsibilities on employers and MDWs / MWs. The portfolio will cover a range of issues to improve the well-being of MDWs and MWs, across the full spectrum of their employment. This includes policies on diversification of source countries, recruitment costs, levy rates for MDW employers, medical insurance, rest days entitlements, accommodation standards, and repatriation of workers. • Review existing legislation or enact new legislation (e.g. under the Employment of Foreign Manpower Act, Employment Agencies Act, Foreign Employee Dormitories Act) to support policy changes and new measures. This will involve identifying the gaps, scoping the intent of such legislation, working with the Attorney-General's Chambers to draft the legislation, and drafting parliamentary speeches for political office holders to deliver in Parliament during the legislative process. • Engage a wide spectrum of external stakeholders such as employers, industry associations, workers / unions, employment agencies, and non-government organisations, to obtain feedback and ground sensing on potential policy moves. • Support international relations initiatives to advance Singapore's policy interests relating to the well-being of our foreign workforce at international platforms. This includes interacting with embassies of MW's source countries, conducting briefings to foreign delegates and advocating Singapore's policy positions at international fora (e.g. ASEAN platforms); and • Work closely with senior management to discuss policy options and trade-offs, as well as provide secretariat support for ministerial meetings on migrant worker issues.

What we are looking for

• Good analytical and writing skills to be able to discern trade-offs and articulate convincing policy options that are implementable. • Comfortable engaging stakeholders and using data to identify critical policy issues. • Strong team player with good interpersonal skills.
