What the role is

The Ministry of Home Affairs (MHA) aspires to be a world-class organisation in delivering safety and security for our people. MHA Finance Shared Services Centre (FSSC) serves to increase efficiency and improve customer experience in financial services of the ministry and the Home Team Departments (HTDs). You will be responsible for the accurate and prompt billing of MHA’s services, and accounting of MHA’s collections. You will uphold the revenue governance by ensuring proper controls are in place while keeping processes efficient. You will supervise a team of Collections officers in this role.

What you will be working on

i. You are responsible for ensuring the Collections team accomplish business objectives using key performance indicators, such as processing assigned tasks pertaining to Billing and Collection in a timely manner, and in full compliance with the Government Instructional Manuals. These tasks include the accounting of customer collections, such as creation of deposit records and GIRO payments from customers, managing customer inquiries and exceptions such as waivers and refunds, generating and sending customer statement of accounts and dunning letters, and preparing AR reports such as AR aging report. ii. You will partner the finance counterparts in Home Team Departments to understand their requirements, meet service standards, and work with users to align and review processes. iii. You will be responsible to ensure business objectives are achieved in an efficient manner, including being involved in the design, implementation, and maintenance of any automation and/or analytical tools, as well as process improvement and/or transformation projects.

What we are looking for

a) Experience • Candidates with academic qualifications in Accountancy or Finance, and/or professional certifications (e.g. ACCA, CPA, CA or CFA), will have an added advantage. • Proficient in Microsoft Excel. • Prior experience in a shared services environment and/or an Order to Cash role will be an advantage. • Prior experience in using SAP will be an advantage. b) Attributes • A dedicated team member • Highly motivated and a self-starter • Strong analytical skills to identify gaps and opportunities for service improvement • Meticulous with an eye for detail • Comfortable working with numbers and the use of technology in everyday work • Strong interest in learning and implementing use of automation and analytical tools All new appointees will be appointed on a two-year contract in the first instance.
