You will report under IMDA’s Data Operations and Intelligence team to conceptualise, architect, develop and maintain ICT systems supporting cybersecurity operations leveraging on big data.

Responsibilities
- Conceptualise, architect, solution, develop and maintain ICT systems supporting cybersecurity operations.
- Perform risk assessment for the ICT systems and review of government security policies and guidelines to ensure that security controls commensurate the system’s security classification and cybersecurity risk levels.
- Ensure that the operational requirements for the ICT systems is accurately translated to requirements to the system vendors engaged to support the development and maintenance of the ICT system.
- Work with the data analytics and operations teams to ensure that the requirements for ICT system’s functions and performance aligns with their needs.
- Ensure that the ICT systems are compliant with government security policies and guidelines, fulfil all business requirements and are adequately tested, patched, and securely configured at all times.
- Manage the vendors supporting the ICT system’s infrastructure, including servers, network, applications as well as the facilities management support to ensure system availability and uptime as per service level agreement.
- Ensure timely rectification of system vulnerabilities and smooth rollout of all firmware or software updates and patches for the systems.
- Perform routine security checks on the ICT system to ensure that government security requirements are fulfilled.
- Oversee the conduct of pre-commissioning security testing, reviews and/or audits.
- Oversee and manage all funding and assets related to the ICT systems developed.
- Develop documentations required for hand-over of the business application(s) to the IMDA user or operations team.
- Lead the operationalisation of the ICT system(s).
- Evaluate, process and execute all system change requests raised.
- Manage stakeholders’ expectations.
- Perform other related duties as assigned.
Requirements
- At least a Degree in Computer Science / Computing / Information Technology or equivalent.
- At least 8 years of relevant working experience in developing, deploying and managing ICT applications or systems on various operating platforms (e.g. Windows, Linux), virtualization platforms (e.g. HyperV, VMware), and software-defined networking platforms.
- Knowledge of network connectivity architecture (e.g. WAN, LAN), tools, technologies, and data centre management is required.
- Knowledge of appropriate configurations for security products’ such as network firewalls, privilege access and identity management solutions, etc is required.
- Knowledge and implementation experience of the Government Instruction Manual for IT Management (IM8) and WOG baseline standards, particularly for networking related policies and procedures is preferred.
- Knowledge of big data analytics platform will be beneficial.
- Familiar with cloud deployment models and application security in cloud environment is preferred.
- Candidates with minimally ITIL foundation certificate in IT service management, and CISSP is preferred.
- Proficiency with coding and scripting languages such as C++, Java, Python, etc, and Linux CLI will have an added advantage.
- Understand threat models and security risks for ICT systems processing big data.
- Experience in leading a team, managing multiple vendors and engaging senior stakeholders is preferred.
- Able to work independently or in team.
- Able to show motivation and initiative, problem-solve, be flexible, and handle multiple projects.
- Possess strong analytical and organizational skills.
- Possess good written, communication and presentation skills.
- Familiarity with government security requirements and/or processes (e.g. procurement) will have an added advantage.
