The Enterprise Data and Insights team is responsible for driving data strategy in CAAS. The section develops organisation-wide policies and initiatives to enhance management, delivery, usage, and governance of CAAS data in support of long-term business objectives and transformative outcomes.

We are looking for strong and dynamic candidates to drive data governance policies and their implementation for CAAS, improve awareness of good data management practices, and strengthen vigilance amidst the rise of cyber and data security threats.

As part of the Enterprise Data and Insights team, you will play a critical role in ensuring effective management, delivery, and usage of CAAS data. You will develop and implement organisation-wide policies and initiatives to promote quality, integrity, and consistency of data across CAAS, and identify potential gaps to strengthen data governance practices. You will also have the opportunity to partner with CAAS business units on data analytics use cases, and to guide them towards harnessing data insights to support strategic decision-making.

Key responsibilities include the following:

• Lead the review and development of data governance policies and procedures to promote secure storage, transmission, and usage of data in CAAS
• Plan and conduct regular in-house data governance assessments to ensure compliance with government policies and standards
• Provide guidance and support to CAAS business units in implementing data governance best practices and standards
• Raise awareness and educate CAAS officers of their roles and responsibilities on good data management
• Partner with public service agencies to stay abreast of industry trends and recommend enhancements to existing data governance practices
• Ensure that CAAS data governance risk indicators and mitigating measures are relevant and appropriate; monitor and report on these indicators to CAAS senior management and stakeholders
• Partner with CAAS business units to identify data analytics use cases and opportunities, and perform analysis and dashboarding to generate data-driven insights for decision-making

Requirements:

• Trained in related fields such as Computer Science, Information Systems, Data Management, Data Analytics and Engineering or equivalent
• Prior experience working in a data governance or related role, preferably in a public sector environment
• Familiarity with the Singapore Government Instruction Manual (IM) for Infocomm Technology and Smart Systems and the Singapore Personal Data Protection Act will be an advantage
• Expertise in data analytics tools such as Tableau, SQL and Python will be useful
• Strong analytical and problem-solving skills, attention to detail and ability to grasp business needs
• Excellent written and oral communications skills
• Committed team player able to work well both independently and as a member of a team
• Meticulous, resourceful, and self-motivated

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
