What the role is

MPA is seeking a candidate to be part of the newly formed Integrated Operations Capability within the Operations Transformation & Planning Division (OTPD) under the Ops-Tech Cluster.
The OTPD supports MPA’s mission by ensuring that policies, plans, and procedures are operationally ready to address crisis scenarios as well as ensure port security and maritime safety. OTPD is also entrusted with developing future operating concepts in the multi-domain (space, air, sea, sub-sea and cyber) areas of operations and translating them into operational requirements for the purpose of capability development in MPA.
Crisis scenarios include severe events caused by geopolitical risks, pandemics, natural disasters, and climate change effects, as well as major incidents such as piracies, vessel collisions and sinkings, oil/fuel/chemical spills etc. which could cause disruptions to the global supply chain and negatively impact port security and maritime safety.
To ensure that Maritime Singapore is well-prepared for crisis scenarios, there is a critical need to strengthen and future-proof our operational responses and safeguard Singapore’s national and maritime interests. The complexity of such crises necessitates capability development and collaboration across multiple domains in the assigned area of operations. Future operating concepts must leverage capabilities and sensors across multiple domains in order to ensure effective and timely response in a crisis.

What you will be working on

You are responsible to support the development of MPA’s maritime multi-domain capabilities and innovation strategies. You will need to understand and provide solutions to integrate the systems across domains such as space, air drones, surface, subsea and cyber. Core objective is to integrate across various domains and utilise technological solutions and innovations to achieve comprehensive shared maritime awareness via an interconnected data-driven eco-system; enabling MPA to direct and coordinate with agencies and industry partners for resource optimization, carbon emission reduction, productivity and safety.

Your key responsibilities are:

  • Lead the initiatives to conceptualize, plan, develop, implement and manage integrated operation hub that possesses Maritime AI and Digital Twins systems for pervasive maritime awareness.

  • Conduct feasibility studies and analysis to identify how emerging technologies can be leveraged to enhance systems and products with future-ready capabilities such as optimised resource planning, automated decision making, anomaly detection and delivery of unified responses for maritime incidents

  • Enable comprehensive understanding and monitoring of vitality of marine environment with the implementation of operational forecast system for maritime and port applications.

  • Enable MPA to direct and coordinate with agencies and industry partners for resource optimization, carbon emission reduction, productivity and safety.

  • Responsible for project management, infrastructure and system design, deployment, and operations of the integrated operation hub.

What we are looking for

  • Background in Electrical and Electronics Engineering, Computer Science, Information Technology or any other engineering related discipline

  • Relevant working experience in integration of multi-domain systems, development of digital twins and IoT technologies.

  • Knowledge and experience on geospatial systems, satellite and terrestrial communications, radars, Unmanned systems, underwater technologies and/or cyber capabilities will be an added advantage.

  • Relevant work experience, preferably in ICT Operational Systems. Experience in database, Security Information and Event Management, vulnerability assessment and penetration testing and cloud security will be an added advantage.

  • Preferably have knowledge of command & control system, video management system, and/or IT application systems.

  • Able to leverage on data to develop empirical-based models for appreciation of system effectiveness and aid in decision making.

  • Preferably possess crisis leadership, project management and/or system management skills.

  • Possess strong analytical and trouble-shooting abilities.

  • Strong analytical, interpersonal and communication skills.

  • Good command of English, presentation and writing skills.

  • Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent appointment.
