What the role is

The Licensing Team of the Licensing, Research and Charities branch looks into the operationalisation of the Healthcare Services Act and related regulations for healthcare services licensees. You will be actively involved in leading a team of officers in the management of enquiries and feedback on the licensing process. You will also be involved in the review and development of licensing related policies and processes, as well as stakeholder engagement.

What you will be working on

You will be required to: • Policy & Planning – Guide team to write clearly and concisely to support decision making, as well as to tailor writing to target audience, via setting out good practices and coaching. Guide team to identify new data needs/sources and establish processes with partners to enable sustainable data collection and reporting. Guide team to leverage data-backed insights to anticipate policy issues and monitor policy effectiveness. Guide team to identify problems/gaps and establish processes to enhance efficiency and customer satisfaction. • Legal – Assess and apply the appropriate source of law and legal procedure to simple legal matters, and refer them to the appropriate team or department. Read and interpret legal documents and use adequate legal vocabulary to communicate on the subject, as well as liaise with other officers to the most appropriate sources of legal knowledge. Supervise and contribute to the accurate interpretation of the significance and implications of any change of laws, legal codes, court procedures, government regulation. • Programme & Project Management – Provide timely and effective oversight and control of project implementation to ensure issues are promptly and adequately addressed for a smooth implementation and timeliness of project completion. Oversee upkeep of team morale and overall stakeholder relationships beyond the project. Guide team to manage complex projects successfully, which includes moulding project delivery to suit client styles and preferences, handling multi-agency and multi-agenda project team meetings, constructively managing conflicting views, and adeptly resolving project crisis. • Service Delivery – Manage various stakeholder touchpoints, not limited to the escalation of difficult issues, gathering of feedback, identification of gaps in service delivery. • Public Communications –Develop and implement engagement efforts, as well as partner and collaborate with all relevant internal and external stakeholders on the operationalisation of related regulations overseen by HRG.

What we are looking for

• Tertiary education in Communications, Pharmacy, Nursing, Allied Health or related fields preferred. • At least two years of working experience in a healthcare setting • Candidates with supervisory experience preferred • Proactive and able to work independently and lead a team • Possess good policy and report writing skills • Possess good planning and analytical skills • Able to think on your feet and work under pressure • Able to listen and communicate effectively with stakeholders Ideal candidate should also possess the following key competencies: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action – Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
