What the role is

The officer will play a key role in the review, planning and development of SkillsFuture Singapore’s (SSG) skills-related policies, guidelines and strategies such as the Workforce Skills Qualification (WSQ) policies, skills intelligence management and skills development strategies and policies; including planning the implementation of these policies and strategies.

What you will be working on


The officer will be required to:
  • Collect and analyse data, stakeholder feedback, labour market intelligence, research studies, to recommend and  inform policy reviews and strategic planning
  • Collaborate with various internal and external stakeholders to develop plans and ensure effective coordination and implementation of policies.
  • Prepare policy papers and discussions for decision and endorsement, including performing secretariat duties for relevant meetings
  • Monitor and stay updated on international and local discourse and trends in skills-related policy developments
  • Collaborate with SSG’s Research Office to evaluate research projects that can supplement Skills Development Group’s (SDG) work
  • Forge and maintain partnerships and collaboration with strategic partners to progress SSG’s skills agenda and anchor SSG’s identity as the National Skills Authority
  • Develop and lead policy implementation plans, including communications and change management plans on policy updates for both internal and external stakeholders
  • Conceptualise and execute action plans to operationalise policy changes
    • Synergise inputs across stakeholders
    • Coordinate and drive implementation efforts across internal and external partners
    • Develop project timelines, and drive achievement of outcomes/milestones
    • Work with key stakeholders to advance policy and implementation goals
       

What we are looking for

  • Tertiary qualifications in related discipline e.g. Economics
  • Up to 3 years’ relevant working experience in public policies or planning roles, operational policy planning and review
  • Excellent analytical, critical thinking, problem solving, writing and communication skills, especially in being able to express complex ideas simply
  • A team player who is able to work effectively with multiple stakeholders, both internal and external
  • Understanding of Singapore’s workforce, skills and education/training developments and trends
  • Able to multi-task and work well under pressure

Candidates without the required qualifications but with relevant experience are welcome to apply.
 

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
