What the role is

The Strategy, International & Research Group (SIR) drives the strategic planning process and research to help MSF advance its mission and contribute to the whole-of-government strategic objectives. The Digitalisation Strategy Branch as part of the Transformation Division in SIR aims to drive the transformation of MSF to be a future-ready organisation, aligned with the broader Public Sector Transformation (PST) or PST movement. We partner various divisions to identify opportunities of digital innovation, catalyse the digitalisation and use of innovative digital tools in MSF, to optimise resources amidst constraints, and support MSF colleagues to deliver better outcomes to citizens. We also look across the system landscape of MSF divisions to ensure strategic alignment among the case management systems supporting their operations.

What you will be working on

You will play an integral role in advancing PST in MSF and help transform MSF into an Innovative, Digital, Empathetic Agile and Lean (I.D.E.A.L) organisation. You will be exposed to a wide range of projects in digitalisation, strategy, project management, emerging technologies and staff work while playing an important role in aligning and coordinating various digital strategies and priorities within the Ministry. • Assist with the planning and executing of projects under Digitalisation Strategy Branch, alongside colleagues from Data Governance Office, Innovation Branch and Social Service System Branch of the Transformation Division. • Oversee the development, implementation and monitoring of the Ops-Tech (Project) Roadmap for MSF. • Manage projects with vendors/partners to align with Whole-of-Government efforts in digitalisation (e.g. adopting AI), MSF systems and PST. • Collaborate with partners to build new capabilities (e.g. Robotic Process Automation, Machine Learning) and develop a future-ready MSF. • Design and develop platforms to engage MSF and sectoral colleagues on digitalisation and PST. • Proactively create effective partnerships internally and externally to collaborate with, influence and support digitalisation and PST initiatives in the MSF family. • Monitor and oversee the budget, expenditure (including EOM) and utilisation on systems under development • Liaise with the respective Project Owners to collate submission on the quarterly forecasts, monthly variance reporting and annual budget cycles

What we are looking for

• At least 2-3 years of experience leading, managing or contributing to a digitalisation project e.g. RPA, Ops-Tech, Transformation Roadmap, AI. • Tertiary qualification • Understanding of programming/coding will be a bonus • Effective team player with the ability to build consensus with multiple stakeholders who may have differing views • Innovative individual who will not only think out of the box to find solutions for existing and anticipated problems, but also support and encourage others in doing the same • Believes in continual learning in diverse skillsets for both yourself and your team • Believes in the need to drive innovation within the organisation and have the perseverance to push through implementation plans to fruition • Strong creativity, analytical, written, communication and inter-personal skills
