What you will be working on

This incumbent will partner ActiveSG Operational Line Divisions and Units, translate business needs and the operating environment, to provide effective contract management, and optimise contracting strategies, from a Life Cycle Total Cost of Ownership (TCO) perspective. Role and Responsibilities • Support the early engagement of all stake holders (Legal and Ops Users) to ensure clearly defined contract priorities and performance targets. • Support contract negotiation and contract writing in preparation to establish contracts. • Support and recommend formal contract review process, to enable continual improvement and optimisation Contract performance. • Assist in identifying and establish data and analytics to support effective data-drive contract and vendor performance management • Periodic engagement with the Contract Owners & Users to identify potential issues to ensure compliance with Contract terms and structure. • Implement strategies to support more effective contract management. • Participate in taskforce in specifying contract deliverables, contract & vendor performance monitoring and contract governance processes. • Assist Managers to identify opportunities for establishment of Framework and Period Contracts through demand aggregation • Participating for cross team sharing • Assist in alignment of SportSG standard operating procedure to meet statutory requirements. • Assist in the procurement of relevant goods and service to meet statutory requirement such as maintenance and procurement contract for life saving equipment, digital water sampling analysis equipment and cleaning regime. • Track and monitor existing program codes and verify valid certification of instructors under National Registry of Coaches (NROC) and National Registry for Exercise Professional (NREP). • Support project management responsibilities such as reviewing rates and categories for the LTP program against market rates. • Support the review of the LTP framework periodically to ensure continued relevance of ActiveSG's LTP programmes with industry trends and standards. • Assist in project management responsibilities such as obtaining estimates from contractors; analyse bids; awards recommendations and contracts for accuracy and technical adequacy. • Assist to achieve outcome-based DUS management scope to achieve optimisation and efficiencies. • Assist in rezoning of the DUS facilities to ensure management and resources efficiencies • Support in the review of the Conditions of Contract clauses such as Penalty Clauses, Liquidated Damages and Non-Performances. • Provide constant surveillance over maintenance operations. • Track and file contractual records and documentation of all contract correspondences, contractual changes and status reports. • Maintain current and updated Schedule of Rates (SOR) for maintenance service term contracts.

What we are looking for

We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service to stakeholders and the community. This individual should be a sport advocate through living an active lifestyle and staying active. In addition, an ideal candidate should possess the following: • GCE 'A' Level Certificate or Diploma. • Basic knowledge in Financial Accounting will be an advantage • At least 3 years of proven experience and/or track record in relevant areas, eg contract review and management • Good knowledge of Government procurement policies and GeBiz system • Strong work ethics, self-driven and a fast learner • Excellent communication and interpersonal skills • Experience managing stakeholders, collaborating, building alignment and influencing others • Well versed in Microsoft Excel and Powerpoint, GeBIZ and some experience in using data analytics software e.g. Tableau The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 2/3-year contract in the first instance. Only shortlisted candidates will be notified.
