What the role is

[Cluster’s Description] The Leadership Development & Strategy Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve the following key outcomes: 1. Effective and High-Performing Leaders & Leadership Teams who deliver with excellence today and innovate for tomorrow 2. Leadership Corps with Greater Diversity in experiences, skillsets & perspectives 3. One Public Service Leadership with a common purpose, identity and values We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders as well as emerging leaders on the central leadership programmes (i.e. the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.

What you will be working on

[Specific Job Responsibilities] • You will formulate, implement and review deployment processes and strategies to build a strong pipeline of leaders for the public service. This will be done in close partnership with HR Divisions in various public agencies. • You will create a seamless posting experience for scholarship holders and officers on talent programmes. • You will curate and facilitate structured rotations to groom leaders to have the critical skills, experiences, perspectives, networks and also to develop a good understanding of various sectors. • You will engage high potential officers in career conversations, understand their needs and match them to jobs to build their competencies. • You will be expected to keep abreast of latest developments in the talent development within and outside of Public Service, and review processes, strategies and approaches where necessary to ensure that they are progressive and relevant to our operating context.

[Work Experience & Competencies] An ideal candidate should preferably have prior experience in any of these HR work, i.e. talent development, HR systems, and/or business partnering. In addition, we are also looking for individual who possess the following: • [Working Effectively with Stakeholders] Ability to engage stakeholders effectively to understand their needs and concerns, as well as to involve them in the solutioning process and seek their buy-in to initiatives. You should possess strong communication (written and verbal) and presentation skills to engage a wide spectrum of internal and external stakeholders at various levels, including senior management and high-calibre officers. • [Talent Management] Ability to lead the implementation of talent management processes and initiatives to identify, develop and manage talent. You should be open to new ideas or approaches to talent development and be able to translate them into actionable follow up. • [HR Policies & Processes] Able to review policies and processes in own area of work with minimal supervision; develop resources to support implementation and adoption of policies and processes. • [Analytics] Strong planning and analytical skills and at ease with leveraging data and research to formulate strategies/solutions. [Other Traits] • Analytical, resourceful and organised • Meticulous with strong attention for details • Performance-oriented and is able to work under pressure or tight timelines • Self-starter who is able to work independently • Collaborator who is able to work well with others Successful candidates will be offered a 2-year contract in the first instance.
