What the role is

You will develop and oversee the implementation and monitoring of Singapore’s strategies for the surveillance, prevention, and control of specific non-communicable diseases (NCD) and their modifiable risk factors order to promote good health and reduce illness among Singaporeans. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Developing Preventive Health Policies • Develop and oversee national health policies related to prevention of major NCD by tackling modifiable risk factors specific to the portfolio (obesity, physical inactivity, encouraging early detection of NCDs through appropriate health screening) • Recommend and develop new data-driven, evidence-based preventive strategies and formulate enabling national policies or legislation/regulations. • Direct the monitoring of implementation progress and effectiveness reviews of national preventive strategies for major NCDs in line with Healthier SG goals and MOH’s strategic direction and priorities. • Review and provide inputs on effective delivery of NCD preventive health services in Singapore specific to the portfolio. • Provide oversight to HPB on policy or programme matters specific to the portfolio. Surveillance of major NCDs • Oversee the conduct of effective surveillance of major NCDs and their risk factors in Singapore particularly those specific to this portfolio. • Collaborate actively with other DPSD branches, MOH divisions and external agencies to improve NCD surveillance. Provide technical assistance in public health matters related to NCDs. • Provide public health expertise and/or consultancy service on NCDs and disease epidemiology matters specific to the portfolio. • Develop and establish technical capability in the environmental health domain in relation to NCDs* • Providing medical professional advice and consultation on matters related to public health and epidemiology* • Provide supervision and guidance for public health trainees posted to the division* *If the holder is a medical professional Forge relationships with national, regional, and international organisations • Facilitate relationship building with local and international counterparts for mutual sharing of information, capabilities, or expertise specific to the portfolio. • Manage MOH involvement in relevant international committees and meetings to fulfil MOH’s international commitments specific to the portfolio. Undertake administrative roles • Serve as the divisional point of contact and coordinator for (a) HPB as Deskhead and (b) Healthier SG matters. • Project and review funding requirements and proposals, and monitoring of funding deliverables relevant to the portfolio and as HPB deskhead • Assist in resolution of finance policy issues.

What we are looking for

• Preferably with 7-8 years' relevant experience working in the public health sector (government, for-profit, or not-for-profit institutions) with 3 years’ experience in the specific area of surveillance, prevention, and control of non-communicable diseases at population level, preferably with experience working at the national level. • Possess managerial and organisational skills, and able to lead a team of public health and medical professionals effectively. • Possess sufficient medical and public health expertise to interact effectively with local and international experts and to assess scientific evidence in the public health field. • Possess strong analytic capabilities, and the capability to think about issues comprehensively and systematically. • Possess strong interpersonal skills to permit effective collaboration with relevant stakeholders both within and outside the health sector. • Responsive and adaptive to a dynamic working environment • Prepared to work during after office hours (inclusive of weekends and public holidays) as and when there is a demand.
