What the role is
What you will be working on
The Data Manger is to be responsible for managing the lifecycle of datasets within the PSDH. The Data manager will be the key point of contact for dataset-related questions and will be involved in documenting the entire data management policy process, from data pre-acquisition to data deconstruction, and to set up data management processes. The Data Manager is to work with other agencies to align data attributes and schema based on planning use cases, understand the datasets fully, ensure proper access and use of the datasets, and work with Data Engineers to collect and fuse data, maintain the datasets and storage, rectify any issues and errors faced with the datasets.
1. Project and Data Management:
- Define data lifecycle project scope, goals, and deliverables in collaboration with stakeholders.
- Formulate and implement strategies for data acquisition and management.
2. Communication:
- Communicate project progress, status, and issues to stakeholders and leadership.
- Ensure transparency in project status and work closely with data engineers.
3. Data Management Process Development, Communication & Implementation:
- Ensure and develop processes for data management practices, communicate and ensure that they are implemented in accordance with the data governance framework and policies.
- Monitor and address any data ingestion, pipeline, and quality issues as they arise and develop SOPs and processes to address these.
4. Risk Management:
- Identify and mitigate project risks and issues in a proactive and timely manner.
- Develop and maintain risk mitigation plans.
5. Documentation:
- Maintain accurate dataset and use-case documentation, including user stories, dataset assembly processes, data lifecycle and project progress and implementation reports.
6. Stakeholder Engagement and Collaboration:
- Collaborate with stakeholders, product owners, and business analysts to gather and prioritise dataset requirements.
- Conduct user journeys with stakeholders to understand use cases and design needs for the datasets.
- Act as a liaison between technical teams and business units.

• Manage and organize large datasets, including directing the data acquisition, cleaning, transformation, and storage of datasets.
• To implement data governance policies and procedures to ensure the accuracy, completeness, and security of our data.
• Collaborate with cross-functional teams to design and implement data solutions that meet business requirements.
• Develop and maintain data dictionaries, metadata, and other documentation to support data management and analysis.
• Develop and maintain data quality metrics and processes to monitor and improve data quality.
• Stay up to date with emerging trends and technologies in data management and analysis.
• Strong understanding of data governance and data quality principles.
• Excellent problem-solving and troubleshooting skills.
• Strong communication and collaboration skills.
• Work with data source agencies/ line groups and data engineers to set up recurring data pipelines for data processing.
• Familiar with data classification and security requirements.
Preferred Qualifications:
• Degree/ qualifications in an urban-planning related field.
• Experience with spatial data software such as ArcGIS.
• Experience with data visualization tools such as Tableau or Power BI.
• Experience with data management tools such as SQL, Python, or R.
• Professional certifications in data management, such as Certified Data Management Professional (CDMP) or Data Management Association Certified Data Management Professional (DAMA-CDMP).
• Knowledge of cloud-based data management platforms such as AWS or Azure.
• Prior experience or certification with Design Thinking or Service Design.
• Proficiency in project management tools and software (e.g. JIRA, Confluence)
• Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), or similar Agile certification.
