Finance Manager (Budget Planning)

What the role is

You play a pivotal role in safeguarding the Division's finances, ensuring compliance with finance guidelines and managing relationships with financial institutions, auditors, and other stakeholders, and serve as the primary finance manager responsible for budget oversight and financial compliance.

What you will be working on

- Manage budget, Approval of Requirements (AORs) and Approval of Funds (AOF) for the Division's headquarters - Oversee allocated budget in support of activities and operations for the Division's headquarters to ensure optimal resource utilisation - Facilitate the implementation of finance processes in accordance with prevailing guidelines and regulatory requirements - Raise competency of finance appointment holders within the Division through training and guidance - Serve as compliance officer in developing an internal finance audit programme to assess internal controls of units - Identify gaps in existing financial processes and recommend improvements to enhance operational efficiency - Manage relationships with financial institutions, auditors, and other external stakeholders Challenge(s) - Responding to the fluidity of requirements due to operational settings whilst maintaining financial discipline and compliance - Ensuring allocated funds are used optimally to meet organisational needs and adherence to current Finance Directives and General Orders of MINDEF in a timely manner - Managing secondary appointments which may be assigned beyond the core job description

What we are looking for

- Education in Finance, Accounting, Business Administration, or related fields - Strong communication skills with ability to engage effectively with stakeholders at various levels - Fundamental data analytic skills with proficiency in financial analysis and reporting - Excellent teamwork abilities and stakeholder management skills - Prior experience and knowledge in Logistics and Finance is preferred and advantageous - Ability to work in a dynamic operational environment and adapt to changing requirements (Applicants with no experience may apply.)
