The development of a Command, Control, and Communications (C3) system is an exciting new initiative by the Ministry of Social and Family Development (MSF) to enhance our response capabilities. This C3 system will help MSF better coordinate and respond to various situations, from daily operations to emergency events. What the role is
What you will be working on
You will collaborate with a technical team and MSF operations units to develop the C3 system. Your main responsibilities will include:
System Development
o Collaborate with the team to plan and implement various system requirements (such as network setup, security, and communications)
o Oversee system testing and integration activities
o Collaborate with the Technical Lead to ensure system design meets MSF's needs and follows government IT guidelines
System Implementation
o Help evaluate the system (through conducting User Acceptance Tests) and create user guides (through the creation of Standard Operating Procedures)
o Support staff training and system rollout
o Help manage the transition of users to the new system
Operations Support
o Gather operational requirements and concept of operations from MSF stakeholders
o Work with MSF stakeholders to understand their needs for the C3 system and develop practical solutions
Other duties
o Support the tender process, by providing and coordinating with stakeholders on operational requirements, with our technical consultant
o Serve as secretariat to C3 Steering Committee
What we are looking for
We are looking for someone who has:
1. 3-5 years of experience in project management
2. Experience with leading project teams and system development cycle
3. Good communication and people skills
4. Strong drive to achieve results
5. Organised approach to work and ability to see the big picture
6. Ability to work well under pressure
7. Experience in leading teams
8. Basic understanding of IT systems and how they support operations
9. Experience in operations or drafting emergency response plans would be helpful
