The Command, Control, and Communications (C3) system will be a cornerstone of operational excellence for the Ministry of Social and Family Development (MSF). It is envisaged to enhance the effectiveness and capability of MSF in responding to incidents/crisis from peacetime through national emergency. The C3 system will enable seamless coordination, rapid response, and strategic decision-making in critical situations.

What the role is
What you will be working on
The officer will work with the technical consultant, system developers and various MSF operations units to develop the C3 system till the project commission. Your scope includes:
System Development
o Oversee the availability, design, acquisition and implementation of respective enterprise systems, infrastructures, and services requirements necessary to support the project requirements (e.g. network infra, cybersecurity, intranet, leased line etc)
o Oversee the installation, checkout, integration and testing (ICIT) to the respective enterprise systems, infrastructures and services.
o Work with Technical Lead of the PMT to ensure the design and solution proposed for respective enterprise systems/infrastructures/services are aligned with overall MSF strategic plans, and IM8 governance, policy and strategic plans.
System Acceptance & Operationalisation
o Conduct system acceptance, develop SOPs based on system functionalities, and oversee the training and operationalisation of the system.
o Manage system migration or transition processes as required.
Ops-related
o Provide operational requirements to the technical team and represent the operations perspective in the AOR process.
o Coordinate operational management requirements with key MSF stakeholders and develop any necessary CONOPS to support the project requirements.
Other duties
o Work with technical consultant to staff the AOR and tender process (end-to-end).
o Secretariat to C3 Steering Committee
What we are looking for
To succeed in this role, you should possess:
a. At least 5-8 years of experience in large-scale project management, with relevant experience in contract management.
b. High familiarity with system development cycles and operational/technical considerations affecting system and infrastructure design.
c. Relevant work experience with MSF Operations Division, and demonstrated expertise in crisis management, emergency planning, and Business Continuity Planning (BCP) will be an advantage.
d. Ability to work effectively under time and resource constraints.
e. Strong communication (spoken and written), problem-solving, and interpersonal skills.
f. Strong leadership qualities with the ability to manage diverse teams and stakeholders.
g. Self-motivated, resourceful and results oriented.
h. Analytical mindset with strong organisational skills and an understanding of system interdependencies.
