What the role is

The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of finance professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and internal audit services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance. You will be part of the Transformation Team under the Assurance directorate to drive internal audit transformation. You will be instrumental in catalysing digital transformation, which includes driving the successful implementation of the WOG Audit & Governance Enterprise Management (AGEM) system. This system will digitalise audit processes, support the conduct of high-quality audits and transform how internal audit services are provided.

What you will be working on

You will assist Head (Business Innovation) in the following: • Change Strategist: Support the implementation of onboarding strategies, which encompasses communication, engagement, and change management. The strategist will collaborate closely with agencies, gathering insights, and addressing needs, ensuring a seamless onboarding process. • Product and Data Development: Support the implementation of a robust product and data roadmap for AGEM; which involves establishing partnerships, driving the adoption of latest technology, and harmonising audit processes. You will be pivotal in fostering a vibrant user community, encouraging collaboration, and sharing of expertise within AGEM to continually enhance system usage and experiences. • Production and Technical Support: Support central administration and governance of AGEM, post-go live services to users, system and vendor performance.

What we are looking for

Functional Competencies: • Keen interest in product and data development, operation-technology, change management, and project management. • Tertiary education in Accountancy, Analytics, Business, Finance, IT, Systems or related discipline. • Keen interest in, or existing understanding of internal audit processes and experience with related systems (e.g., system implementation) will be advantageous. • Able to proactively develop and manage relationships with various key stakeholders. • CA Singapore certification is preferred Generic Competencies: • Ability to analyse information from various sources to put forth clear proposals and recommendations for management decision-making. • Good presentation and communications skills (verbal and written) to express proposals and recommendations clearly and concisely to all levels of management. • Good critical thinking, problem-solving and analytical skills. • Ability to adapt to uncertain and changing requirements. • Good time management skills to multi-task and deliver work assignments. • Meticulous and a good team player who is able to work well independently.
