What the role is

The global Unmanned Systems sector has made quantum leaps and is expected to continue growing rapidly. This growth is encouraged by the interest in developing emerging technologies (such as Unmanned Aircraft System (UAS) and electric-Vertical Take-Off and Landing (e-VTOL) aircraft) and innovative use-cases for both commercial and recreational use, arising from the benefits that Unmanned Systems bring across multiple industries.

To capture the potential and opportunities of the Unmanned Systems sector for Singapore, the Unmanned Systems Technology, Engineering and Planning (UTEP) Division develops strategies to assess, identify, and forge partnerships with the industry, other civil aviation authorities and research entities, to grow new business areas, initiate greenfield research and develop capabilities. The division also focuses on systems engineering, technology capabilities and strategic planning for the Unmanned Systems Group, in addition to integration, implementation and operational oversight of the maintenance of sensor and command and control (C2) systems.

As a member of the Technology and Strategic Planning section of the UTEP Division, you will develop the UAS ecosystem in Singapore to create a conducive and exciting environment for our UAS industry, while shaping the future of unmanned systems technology. You will work directly with stakeholders to grow the UAS sector, enabling new technologies and applications that will have transformative impact and potential social, economic, workforce, and environmental benefits. You will plan, strategise, coordinate, and implement initiatives to support our UAS industry, driving growth, capability and technology development, and public acceptance to enable the safe adoption of unmanned systems technology. You will also drive outreach initiatives to create a vibrant UAS ecosystem among recreational hobbyists, students, and other community stakeholders, such as through the setup of unmanned aircraft flying areas and educational programmes. You can expect to be involved in strategic decision-making contributing to CAAS' position as a thought leader, world-class regulator and enabler of new and emerging technologies.

What you will be working on

Responsibilities
•    Monitor and assess key emerging trends and developments in technologies and systems in the unmanned systems sector globally, conduct technical risk assessments on emerging technologies, identifying critical components/systems to focus R&D efforts on, and sense-make the implications for CAAS and Singapore.
•    Coordinate across multiple stakeholders, including other Singapore Government agencies, and drive CAAS’ strategic position and deliverables to create a vibrant UAS ecosystem in Singapore
•    Manage key accounts within the UAS industry to facilitate business development and operationalisation of new use cases, including through grant administrations, liaising on necessary regulatory requirements and providing networking opportunities.
•    Partner economic agencies (e.g. EDB) to engage foreign unmanned systems companies to anchor businesses in Singapore.
•    Partner workforce development agencies (e.g. WSG/SSG) to develop a manpower transformation map for the UAS industry in Singapore. 
•    Partner educational institutes, research institutes and industry to drive innovation and technology development and build human capital in unmanned systems technologies in Singapore.
•    Engage other Singapore Government agencies, research institutes, schools, and community stakeholders to develop physical and digital infrastructure to enable recreational and commercial UAS operations and testbedding. 
•    Study considerations and develop and implement plans to drive public acceptance of unmanned systems technologies in Singapore. 
•    Partner industry and standard development bodies to drive and develop industry/technical standards for reference implementation.
•    Engage and forge partnerships with key stakeholders including the industry, foreign civil aviation authorities and government agencies, and research entities, through a dedicated platform and other key fora and conferences, to grow new business areas. 
•    Opportunities for overseas travel to engage international partners, drive thought leadership and maintain mindshare and cross-learning of best practices. 

What we are looking for

Requirements
•    Passion for aviation and technology, in particular shaping the future and development of unmanned systems in Singapore.
•    Experience in corporate planning / policy and planning roles is a plus.
•    Experience in account management, stakeholder engagement and event planning (such as international conferences/symposiums and local community outreach) are a plus.
•    Experience in the public sector is a plus. 
•    Experience in cross-functional and senior stakeholder engagement is a plus.
•    Strong analytical and problem-solving skills.
•    Excellent interpersonal, verbal and written communication skills.
•    A positive can-do attitude amidst a fast-paced and dynamic work environment.
•    Tenacious, self-motivated, and good team player with ability to build consensus.
•    Good ethics and professional conduct, with strong sense of care, responsibility and teamwork. 

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
