What the role is

The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance. You will join AGD’s Government Central Team under Finance Transformation Directorate in supporting Project Cumulus over 40 statutory boards who have on-boarded Workday.

What you will be working on

You will be involved in the following: • Support central operational activities in Expenses/ Payroll • Build functional competencies in system business process design and principles in compliance with policies, business and statutory requirements. • Develop Ops-Tech competencies through hands-on opportunities to perform system configurations in Workday • Propose/ review/ execute tenant-wide or localized system changes, with the objective to achieve harmonization with the global design. • Liaise with third party system vendors - Workday and Dayforce to resolve product-related issues, assess product limitations and workarounds, roadmap planning and partake in new innovation testing. • Support new feature releases through change impact assessment, UAT, change management and deployment. • Facilitate user engagement forums to gather feedback on user experience to identify focus areas for system enhancements. • Continuously review the communication framework, build a vibrant user community, and foster a collaborative spirit between users to share system usage expertise and experiences. • Identify opportunities for process automation and streamlining via RPA. • Drive co-ownership of issues and solutioning through internal partnership with stakeholders across WOG.

What we are looking for

Functional/Technical Competencies: • Tertiary education in Accountancy, Business, Finance, IT, Systems or related disciplines; • CA Singapore certification is preferred; • Understanding of finance and/or payroll processes and experience with related systems as well as system implementation will be advantageous; • Able to proactively develop and manage relationships with various key stakeholders; • Ability to put forth proposals and recommendations for management decision-making; • Has interest in Ops-Tech work Generic Competencies: • Good critical thinking, problem-solving and analytical skills; • Time management skills to multi-task and prioritize key deliverables; • Meticulous and a good team player who is able to work well independently; • Strong communication and presentation skills You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.
