What the role is

Assistant Manager, IT Procurement & Administration (Contract)

The Assistant Manager, IT Procurement & Administration is to act as the IT Procurement Officer and Administrator to provide essential administrative support to the IT Division ensuring the efficient management of IT procurement, payments, and various ad hoc tasks.

What you will be working on

Principal Responsibilities

1. Manage and Execute IT Procurement Operations:

  • Oversee procurement operations, processes, and execution to minimise lapses and noncompliance.

  • Draft and prepare IT procurement documents.

  • Drive continuous procurement operations improvement initiatives for efficiency; direct implementation of procurement operations to streamline processes and minimise vulnerability to fraud, waste, and errors.

  • Coordinate with internal stakeholders and the procurement team to process the procurement documents.

2. Budget Payment Processing:

  • Recommend and implement improvements to prevailing budget processes and system in IT and APS.

  • Oversee budget management and assist with the processing payments for IT-related purchases and services.

  • Ensure all payment documentation is accurate and complete.

  • Liaise with the finance department to resolve any payment-related issues

3. Contract Management:

  • Monitor contracts and advise end-users on contractual obligations, impact from contractual delay or variation and appropriate remedies

  • Support the management and administration of IT contracts.

  • Maintain up-to-date records of all IT contracts and agreements.

  • Customise contract monitoring approach for each contract aligned with overall contract management strategies; oversee contract management lifecycle, including renewing or terminating contracts as needed.

4. Document Management:

  • Obtain and organize relevant documents for IT reviews and audits.

  • Ensure all IT documentation is properly filed and accessible.

5. Ad Hoc Tasks:

  • Perform other administrative tasks as required by the IT Division

What we are looking for

Requirements:

  • Minimum Diploma in IT, Computer Science, Information Systems or related fields.

  • Minimum 3 years of relevant professional working experience, preferably in a public sector environment.

  • Strong understanding on IT terminologies related to digitalisation, application, infrastructure and security.

  • Demonstrated resourcefulness, proactive attitude with minimal supervision, and keen attention to details.

  • Good interpersonal skills and effective written communication.

  • Ability to multitask and prioritise work effectively.

  • Proficiency in engaging with teams and stakeholders.

  • Relevant knowledge in IT procurement and IT contracts would be advantageous
