Principal Associate / Manager (Skills Training Community)

What the role is
What you will be working on
The incumbent is responsible for assisting with the provision of skills training (Critical Core Skills and Technical Skill Competencies) for ex-offenders in the community to increase their employability.
Training Operations and Administration
• Assist with the coordination and administration of offenders’ training in the community. The preparation and placement of offenders for training in the community includes registration of courses, course placement liaison and developing relevant communication materials to support training in community.
• Administrate a training dashboard and is responsible for data collection and records management of community training numbers
• Plan and procures training services for offenders in community , which include crafting of tender specifications and conducting tender evaluations.
• Assist with any internal and external audit matters pertaining to community training programmes.
• Design communication materials to offenders on skills training and to maintain the training curricular for curated course runs. The officer is expected to conduct briefings to offenders.
Evaluation Design and Analytics
• Collaborate with Planning and L&D team through the provision and management of training-related KPIs ie. Training utilization, volume and audit results for community training.
• Work with the Learning & Development team in outreaching to potential training providers and facilitating new training for offenders.
Stakeholders Management and Service Delivery
• Responsible for implementing strategies and exercise judgement in managing stakeholders to achieve community training KPIs. Officer will be required to work closely with a myriad of stakeholders (internal and external) to ensure training for offenders are conducted timely and to mitigate issues arising with training providers and internal stakeholders.
• To design and develop a process to front queries from stakeholders on community training, course dates and other administrative issues. Officer will have to conduct outreach efforts to external stakeholders on Community Training.
Other Duties
• Any other duties as assigned by Assistant Director (Skills)
• Ensure proper issuance of training certificate (if applicable).
What we are looking for
• Degree with focus on Organisational Development, Learning & Development, Adult Learning and Human Resources are preferred.
• 3 to 5 years of working experience, preferred.
• Fresh graduates may also apply.
• Familiar with MS suite of products, particularly excel
• Team player with good interpersonal, oral and written communication skills
• As a staff of Skills@YR you will be given a rare opportunity to review the Learning and Development needs of inmates and to work in prison environment.
You will be exposed to domains of project management, creating communications content to inmates, gain practical knowledge on curating curriculum to meet the learning needs of inmates and knowledge in mapping skills framework to the various grants.

Beyond Second Chances
Without second chances, a released offender will leave the first physical prison and find himself entering into a second social prison. Therefore, it is not enough to give an offender a skill, we need to offer him a job that can lead to a long-term career. It is not enough to ask an offender to renounce his gang and past, his family needs to accept him back, and the community must be ready to reintegrate him. However, ex-offenders are not mere recipients of second chances. When successfully reintegrated, they can pay it forward and actively give back to the community too. As individuals, or collectively as a community. Individuals, organisations and employers do not just offer second chances when they can accept an ex-offender. In fact, their actions inspire others as well. Together, our collective effort can build a safer and more inclusive society.
