What the role is

The Communicable Diseases Agency (CDA) will be a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. As the Senior Manager/Manager (HR) of the interim Communicable Diseases Agency (iCDA) under the umbrella of the Ministry of Health (MOH), you will support the Human Resource Division in the establishment of the Communicable Diseases Agency (CDA) and assist with the development and management of HR activities for the transition to the Communicable Diseases Agency.

What you will be working on

You will play a crucial role in shaping and delivering HR and internal communication strategies that foster employee engagement and support our organisational goals. Key responsibilities: − Develop and implement communication strategies to facilitate communication between employees and leadership. − Support change management communications to ensure a smooth transition of employees from the existing agencies [i.e. MOH, National Centre for Infectious Diseases (NCID) and Health Promotion Board (HPB)] to CDA. − Create clear and engaging content for various communication channels, such as Townhall presentations, to communicate key changes, timelines and resources available, ensuring that employees are well-informed and supported throughout the process. − Manage the production of HR communication channels, including Intranet, employee handbook and electronic direct mails (EDMs). − Design and execute effective onboarding programmes to welcome new employees and ensure their successful integration into the organisation. − Address employee concerns and provide support throughout the transition process.

What we are looking for

Job Responsibilities • Minimum tertiary qualifications from recognised discipline • At least 4-5 years of working experience in HR management. • Prior experience in the public sector/agenices would be an advantage. Job Requirements • Strong knowledge of HR policies, practices, and employment laws. • Ability to develop and align overall HR strategies and initiatives across different HR functions. • Excellent communication and interpersonal skills, with the ability to build relationships and interact effectively with bemployees at all levels. • Proficiency in HRIS (Human Resources Information System) and other HR software applications. • Ability to work independently as well as collaboratively in a team environment. Successful candidates will be offered a 2-year contract in the first instance. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
