Senior/Assistant Director, Resource and Planning Division (Energy & Carbon)

Ministry of Trade and Industry

Permanent/Contract

Closing on 31 Mar 2025

What the role is

Climate change is one of the defining issues of our time. It is a complex global challenge that calls for concerted international action and collaboration between governments, industry and individuals. Singapore, as a low-lying city state, is vulnerable to the effects of climate change. At MTI, we seek to pursue economic development factoring in climate and energy considerations, to create good jobs for Singaporeans. With finite resources and an open economy, Singapore faces unique trade-offs and challenges in the transition to a low-carbon economy, requiring innovation in both technology and policy to successfully seize new opportunities in a carbon-constrained world.

What you will be working on

MTI’s Energy and Carbon cluster leads initiatives to reduce emissions and drives the transition to a low-carbon economy, while ensuring energy security and cost-competitiveness. Officers working in this cluster will develop energy and carbon markets, plan for infrastructure development, build Singapore’s capabilities to harness low-carbon energy sources, and manage mission trajectories and carbon budgets. You will collaborate with various stakeholders to support sustainable economic transformation and green growth through strategic planning, policy analysis, as well as partnerships with industry and international stakeholders. The Resource & Planning (R&P) team within the Energy & Carbon Cluster is responsible for driving cross-cutting policies that straddle the carbon, energy and economic transitions impacting the industrial and energy sector. The R&P team also works closely with stakeholders within MTI, across Government, and in the private sector, to formulate policies to enable Singapore to be a responsible contributor to the global climate change mitigation effort while sustainably growing our economy. You will be part of a dynamic team responsible for formulating cross-cutting policies related to the carbon, energy and economic transition. Your responsibilities include one or more of the following workstreams: a. Formulating policies to spur industry and power sector decarbonisation, including the implementation of the carbon tax act and related allowances that support sustainable industrial growth. b. Working with various government agencies, to unlock more cost-effective greenhouse gas mitigation measures for Singapore to meet the demand for increased climate ambition while managing the impact to businesses. c. Coordinate and formulate overall R&D efforts relating to industry decarbonisation and the energy transition, including overseeing R&D programme offices across MTI Statutory Boards.

What we are looking for

We are looking for driven and capable individuals who possess a strong desire to contribute to Singapore’s energy and carbon transition, have a keen interest in energy and carbon markets and policies, thrive working in a fast-paced and dynamic environment, are adept at working with multiple stakeholders within and outside the public sector, and are equipped with the following qualities and competencies: • Experience in policy review and formulation • Relevant experience in climate change/sustainability areas in the public or private sector and/or non-government organisations • Demonstrate strong analytical, interpersonal, organisational and communication skills • Ability to work well both independently and as part of a team • Strong ability to learn on the fly • Be driven, meticulous and resourceful
