What the role is
What you will be working on
Strategic Space Allocation & Programme Management
- Design and implement defensible assessment frameworks for awarding spaces to SSAs
- Evaluate SSA proposals against service impact criteria and community needs
- Manage end-to-end space allocation processes ensuring transparency and fairness
- Develop policies and procedures for space allocation and tenant management
Stakeholder & Risk Management
- Negotiate lease agreements with commercial developers, SLA, and HDB
- Manage relationships with SSA tenants to minimise operational disputes
- Structure lease terms and grant conditions to minimise financial exposure to NCSS
- Mediate conflicts between multiple stakeholders and resolve tenant issues
- Ensure compliance with governance requirements and approval processes
Data-Driven Strategic Planning
- Analyse service gaps and demographic needs across different locations
- Interpret location data and service delivery reports to inform space planning decisions
- Identify optimal sites for social service delivery based on community needs analysis
- Collaborate with analysts to extract insights from geospatial and demographic data
- Prepare strategic recommendations for senior management
Grant Management & Governance
- Structure grant conditions and evaluation criteria to maximise service outcomes
- Oversee grant disbursement and monitor compliance with funding requirements
- Ensure proper governance processes for all funding decisions
- Prepare reports and seek necessary approvals through established channels
Success Criteria
- Space Allocation: Award spaces to SSAs using defensible criteria that maximise service impact for target demographics in each location
- Risk Management: Negotiate lease terms and manage tenant relationships to minimise financial exposure and operational disputes for NCSS
- Strategic Planning: Use location data and service gap analysis to identify optimal sites and recommend SSA placement strategies
What we are looking for
Essential Experience
- Minimum 3 years in social service sector with programme evaluation or management experience
- Proven track record in designing assessment frameworks (RFP processes, grant evaluations, or similar)
- Experience in stakeholder management and conflict resolution
- Background in contract negotiation or lease management
- Experience with governance processes and compliance requirements
Key Skills & Competencies
- Deep understanding of social service delivery models and sector landscape
- Strong analytical skills with ability to interpret complex data and reports
- Excellent negotiation and relationship management abilities
- Strategic thinking with ability to balance multiple competing priorities
- Strong written and verbal communication skills

Desirable Qualifications
- Knowledge of Singapore's social service ecosystem and funding landscape
- Experience with spatial analysis or willingness to work with geospatial data
- Understanding of property markets and lease structures
- Professional qualifications in project management or related areas
