What the role is
What you will be working on
Space Allocation & Project Management
- Design and implement assessment frameworks for awarding spaces to SSAs
- Evaluate SSA proposals against service impact criteria and social needs
- Manage end-to-end space allocation processes that are fair, consistent, and well-governed Develop policies and procedures for space allocation and tenant management
Stakeholder & Partnership Management
- Negotiate lease agreements with commercial developers, and public sector land agencies
- Work collaboratively with SSA partners to establish mutually agreed terms and conditions that support sustainable service delivery
- Manage relationships with SSA tenants and ensure smooth operations
- Mediate conflicts between tenants and multiple stakeholders
- Ensure compliance with governance requirements and approval processes
Data-Driven Planning
- Analyse service gaps and community needs across different locations
- Analyse location data and service delivery reports to inform space planning decisions
- Identify optimal sites for social service delivery based on social needs analysis
- Collaborate with analysts to extract insights from geospatial and other data
- Make recommendations to senior management
Grant Management & Governance
- Structure grant conditions and evaluation criteria to achieve service outcomes
- Oversee grant disbursement and fulfilment of funding requirements
- Ensure proper governance processes for all funding decisions, including preparing reports for necessary approvals
Success Criteria
- Space Allocation: Award spaces to SSAs using fair criteria that maximise service impact for target communities in each location
- Partnership Management: Negotiate lease terms and manage tenant relationships to ensure operational effectiveness
- Space Planning: Use location data and service gap analysis to identify optimal sites and recommend space allocation strategies
What we are looking for
Essential Experience
- Minimum 3 years of relevant experience, preferably in social service sector, programme management or policy work
- Experience designing or working within assessment frameworks (RFP processes, grant evaluations, or similar)
- Experience in stakeholder management, navigating complex partnership dynamics , contract/lease negotiation
- Familiarity with governance processes and compliance requirements
Key Skills & Competencies
- Understanding of social service delivery models and sector landscape
- Strong analytical skills and critical thinking skills with ability to identify key problems, design practical and effective solutions
- Excellent negotiation and relationship management abilities
- Strategic thinking with ability to balance multiple competing priorities
- Strong written and verbal communication skills
- Project management and process design capabilities
Desirable Qualifications
- Knowledge of Singapore's social service ecosystem and funding landscape
- Experience with or interest in spatial analysis and geospatial data
- Understanding of property markets and lease structures
