What the role is

Reporting to the Senior Assistant/Assistant Director (In-Employment Upgrading and Job Redesign), you will be part of the Workforce Development cluster in PSD. You will work with public agencies to implement workforce development initiatives at the sectoral and agency level to help them transform the workforce and be more future-ready. The team works to enhance the relevance and diversity of public officers’ skills, partnering with public agencies and training providers to scope and implement in-employment skills training and conversion initiatives, competency-based HR management, and other workforce development strategies (e.g. job rotation). One of PSD’s key catalyst and enabler for driving workforce development is the onboarding of an interactive AI-enabled One Talent Gateway (OTG) to empower officers to take charge of their career development. Through the platform, officers will access the competency requirements of different jobs, curated career pathways and personalised development opportunities (e.g. internal job openings, short-term attachments) according to their profiles and aspirations. You will support the team to drive the onboarding of public officers onto OTG, partner key stakeholders to develop and optimise the use of the platform to meet their workforce development ambitions, and encourage active use of the platform and its resources. You will also support other workforce development initiatives within the cluster, such as the design and implementation of other in-employment skills training and in-service professional conversion programmes to enhance career development for public officers.

What you will be working on

Interactive AI-enabled One Talent Gateway (OTG) o Co-create a sustainable and effective platform with key stakeholders and vendor to meet key use cases within the public sector, and drive active usage of the platform. o Support the development and implementation of strategy, Standard Operating Procedures (SOPs) and communications to operationalise and onboard agencies onto OTG. o Partner platform vendor to resolve complex agency issues and feedback received, drive key performance indicators for OTG, and manage reporting and trend identification of key data points (e.g. system utilisation, user satisfaction, skills in-demand). Other Workforce Development Initiatives o Support the curation and launch of developmental opportunities for public officers, including developing relevant policies and processes to facilitate implementation. o Manage the communications and marketing of these developmental opportunities and attend to queries from public officers and agencies.

You should possess strong written and oral communication skills to influence stakeholders towards common outcomes. • [Analytics]: Comfortable with synthesising large amount of quantitative and qualitative information to derive trends and provide evidence-based recommendations and insights. • [Learning & Development]: Identify learning needs and create/curate meaningful interventions that are aligned to organisational goals and strategies in order to develop a capable workforce. This might involve competency modelling, learning and development planning, learning needs analysis, and learning effectiveness evaluation. • [Tech and Digital Adopter]: Keeps abreast of emerging technologies and recommend employee-centric solutions based on application in HR. Collaborates with technology providers to design and implement digital solutions. [Work Experience & Knowledge] • At least 2 years of work experience in manpower or workforce planning, capability development, or HR strategy and operations. • Working knowledge and hands-on experience in competency development is preferred Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be appointed on a 2-year contract.
