The functions of the Social Support Group (SSP) are to:
a. Develop operations policies for and deliver social assistance schemes and programmes, and address system barriers to support lower-income and vulnerable individuals and families;
b. Develop, manage and license MSF-funded social services for lower-income and vulnerable individuals and families; &
c. Develop partnerships with the community and corporates to deliver services and support to lower-income and vulnerable groups.
The Operations Planning (OP) Division oversees operations policy and service development to enable policy and programme implementation.

What the role is
What you will be working on
You will be part of a dynamic team that seeks to improve the lives of low-income households by redesigning service delivery to better meet their needs. ComLink is an example of a new approach that integrates service delivery for low-income households so that their experience of social support is more Comprehensive, Convenient and Coordinated. In developing and implementing these approaches, we seek to better position these households to achieve stability, self-reliance, and social mobility.
As part of the ComLink operations policy team, you will be involved in the following, in close consultation with internal and external stakeholders:
• Develop and review operations policy and framework for the operational units
• Develop and refine referral protocols with key partners to deliver interventions to the families in the various domains
• Engage key partners and operational units to understand and align with our approach
• Provide business requirements for system development and enhancements to effectively support the implementation of ComLink+
• Conduct change management
• Undertake data analysis and provide feedback to policy units to refine ComLink+ parameters
• Provide periodic reporting to Senior Management on implementation outcomes of ComLink+
• Be familiar with assigned domain and oversee management of relevant projects and pilots
• [For Senior Manager] In addition, oversee and manage cross-cutting pieces such as system, data and exceptional handling guidelines
• [For Assistant Director] In addition, supervise and guide officers to achieve team’s deliverables
What we are looking for

• Ability to take initiative and work independently in a fast-paced environment
• Strong project management skills
• Systems thinking (considering trade-offs, impact of other policies on own domain)
• Strong communication (clear thinking, concise writing), analytical and interpersonal skills
• Interest and competency in systems development (ie product owner role) will be a plus
