What the role is

The Agency for Care Effectiveness (ACE) was set up in August 2015 to drive appropriate and value-based care as part of MOH’s broader initiatives to manage healthcare costs. ACE provides independent evidence-based evaluations of health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies) to inform funding decisions and produces technology guidances on their appropriate use; and develops clinical guidance to inform healthcare professionals on specific areas of clinical practice. To improve patients’ access to effective and affordable treatments, ACE conducts value-based pricing negotiations with manufacturers to ensure prices of selected health technologies are commensurate with the value the technology provides based on proven clinical outcomes. Efforts to support subsidy implementation of health technologies evaluated by ACE and utilisation review of the impact of subsidy decisions are also part of ACE’s mandate. ACE also develops and delivers educational materials and programmes for healthcare professionals and consumers to drive the practice and consumption of appropriate care respectively. Overall, ACE supports three key stakeholders – payer, provider and patient/public to assist them in making better and more informed decision-making in healthcare. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

As Senior Manager / Manager/ Assistant Manager in ACE’s Planning & Policy branch, you will support the implementation of ACE’s work plan and objectives, specifically in the key areas below: • Corporate and strategic planning • Procurement and contract management • Budgetary projection and allocation • International and local alliances, engagements and collaborations including development and review of stakeholder engagement initiatives to promote the adoption of appropriate and value-based care culture and practices • Strategic guidance for Committee related meetings and administrative matters • Training and capability building and human resource matters • Any other duties assigned by Head (P&P) and Senior Assistant Director (SP&A)

What we are looking for

Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. • Candidates with tertiary qualification in the healthcare field, with at least 2 to 4 years of experience preferably with business management and administration background will have an advantage • Possess programme planning and project management skills • Possess the ability / interest in finance, procurement and budgeting; strategic planning and related workstreams; event management; and engagement with local and international contacts As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
